Ad Hoc Charter Advisory Committee Meeting Minutes- 2021-11-10Ad Hoc Charter Advisory Committee Meeting Minutes November 10, 2021, 6PM 9900 NE 2nd Avenue Building 1.CALL TO ORDER The meeting was called to order at 6:00 PM. 2.ROLL/CALL Attendees: Village Clerk Ysabely Rodriguez, Harrison Bergman, Brian Kronberg, Kathryn Mason, Michael O’Hara, Bonnie O’Meara, Ed Quinton Absent: David Coviello 3.BRIEF INTRODUCTION OF COMMITTEE MEMBERS 4.APPOINTMENT OF COMMITTEE CHAIRPERSON/VICE CHAIR Positions appointed: Chairman Ed Quinton, Vice Chair Michael O’Hara 5.APPOINTMENT OF COMMITTEE SECRETARY Bonnie O’Meara was appointed as committee secretary. 6.DISCUSSION AND POSSIBLE ACTION A.DISCUSSION AND POSSIBLE ACTION REGARDING THE VILLAGE ATTORNEY’S OPTION MEMORANDUM. •Overall discussion on scope of the ad-hoc committee’s recommendations o General agreement we define the overall timeline, number of charter review committee members and how selected, and process for completing the review o Unclear if we do anything further, i.e., compare other charters with ours to identify best practices •Timeline for charter review and voting o Recommend amending charter review ordinance from 30 days duration to TBD duration, pending results of village clerk survey; we do know Pinecrest is 90 days o Recommend working backwards from election to establish detailed timeline and process (no more than 120 days) o Note council has only one meeting in December, no meetings in August •What election we’re working toward o Primary elections mid-Aug. 2022, but independents don’t vote in primaries o April 11, 2023 is next municipal election • Special election cost is $17-25k; only $7k when running concurrent w other election o 25% municipal election turnout is strong compared with other municipalities per Dade county B. DISCUSSION AND POSSIBLE ACTION REGARDING NEXT COURSE OF ACTION. • Survey other municipalities in Miami-Dade, include respondent identifying info o how often is charter reviewed o How long do you give to review o Do they activate a charter review committee o How is committee appointed o Is the process working • Bonnie to send to Ysabely the comparison municipality charter content; Ysabely to forward to the group C. NEXT COMMITTEE DATE • Next meeting 11/17; agenda: discuss current Miami Shores Charter, opinion on how far we should take the recommendations D. ADJOURNMENT Meeting adjourned: 7:41 PM
