R-0816-87 9 RESOLUTION NO. 816-87 RESOLUTION OF THE VILLAGE COUNCIL OF MIAMI SHORES VILLAGE REQUESTING THE FLORIDA LEGIS— LATURE TO ENACT LEGISLATION TO PROVIDE FOR ACCESS BY MUNICIPALLY—SUPPORTED PUBLIC LIBRA— RIES TO STATE LIBRARY GRANT FUNDING SOURCES W-fEREAS# the present provisions of Chapter 257 Florida Statutes do not provide for access by local independent free public libraries to state operating grants, but instead solely assist counties, district designated single administrative units and cities of 200, 000 or more population, and WHEREAS, Brockway Memorial Library is an independent public facility supported by the city of Miami Shores Village and provides free public library services to persons residing within the Village and also provides services to persons residing in other areas of Dade County, and WHEREAS, Brockway Memorial Library meets public library needs which are not directly met by Dade County yet is denied access to state funding sources for library operating grants, and WHEREAS, the continued development of public library services in Florida is dependent on adequate support from the state to encourage quality services to every resident, and WHEREAS, there has been an indication by members of the State Legislature to consider a plan for equitable funding for public libraries, and WHEREAS, it is necessary to provide independent public libraries with fair and reasonable access to state funding sources so as to share fairly the state grant proceeds. • NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COUNCIL OF MIAMI SHORES VILLAGE: Section 1. That the State Legislature is hereby requested to amend Chapter 257 of the Florida Statutes by the adoption of HB309 and SB344 to provide for publicly—funded independent libraries such as Brockway Memorial Library to have access to library funding sources provided by the state. Section 2. That the State Legislature create new funding sources to assist all public libraries to continue to provide vital p public library services. Section 3. That the Legislature recognize the important role played by independent municipal libraries and declare the policies of the state to be to encourage the establishment and development of free public library services throughout the state by providing access to grants to all that maintain free public libraries. Section 4. That copies hereof shall be provided to members of the Dade County Legislative Delegation and all members of Florida House of Representatives and Florida Senate committees considering HB309 and SB344.
