A RESOLUTION OPPOSING THE CONSTRUCTION OF THE
PROPOSED ELEVATED FIXED RAIL TRANSIT SYSTEM
FOR DADE COUNTY, OPPOSING THE CONSTRUCTION
OF THE PROPOSED SYSTEM IN MIAMI SHORES VILLAGE
AND OPPOSING THE DADE COUNTY ONLY, ONE CENT
($. 01) ADDITIONAL SALES TAX.
WHEREAS, the Dade County Commission has proposed a fixed,
elevated rail system ("System") as part of the mass transit system for Dade
C ounty; and
WHEREAS, the System will not result in a material alleviation of the
primary road network of Miami Shores or all of Dade County; and
WHEREAS, the costs to build the System are almost 400% in excess of
that which was originally proposed on November 7, 1972, when the voters of
Dade County approved the Rapid Transit Bonds; and
WHEREAS, the costs to build and operate the System are beyond the
financial means of the taxpayers of Miami Shores and all of Dade County unless
substantially higher property, sales, and/or gasoline taxes are effected; and
WHEREAS, part of the proposed System will be built on the west side
of Biscayne Boulevard through Miami Shores Village; and
WHEREAS, the Dade County Commission has approved on first reading
and has indicated it will place on the ballot on November 2, 1976, an ordinance
to increase the present 4% Florida State Sales Tax to 5% in Dade County only,
for the sole purpose of,obtaining funds for the System; and
WHEREAS, it is the opinion of the Village Council that the System
should not be built since it will neither be in the best interests of the residents
of Miami Shores Village nor of the residents of Dade County; and
WHEREAS, "STOP TRANSIT OVER PEOPLE" ("STOP") has been
organized for the purpose of opposing the System and a proposed Dade County
only, One Cent ($. 01) additional sales tax to help pay for the System.
NOW, THEREFORE, BE IT RESOLVED BY MIAMI SHORES VILLAGE,
FLORIDA:
Section 1. That the Village Council of Miami Shores Village hereby
goes on record and opposes the construction of the proposed elevated fixed
rail transit system for Dade County ("System") because, among other things,
the construction and operation of the System will result in substantially
higher property, sales, and/or gasoline taxes for all Miami Shores and
other Dade County residents, which taxes the residents do not want and
cannot afford.
Section 2. That the Council of Miami Shores Village here by goes
on record and opposes the proposed one cent ($. 01) additional sales tax for
Dade County only.
Section 3. That before the residents of Miami Shores and all the
residents of Dade County are required to pay substantially higher taxes for
the System, the issue should be placed before the people for a referendum
vote, in order to give the citizens the opportunity to vote for or against the
System as presently proposed, which system is substantially different than
that which was proposed on November 7, 1972, when the Rapid Transit Bonds
were approved.
