R-578-75 RESOLUTION NO. 578
A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL
OPPOSING THE RELOCATION OF TWO 15-INCH RAW SEWAGE
SLUDGE LINES BETWEEN THE NORTH DADE REGIONAL
SEWAGE TREATMENT PLANT AND VIRGINIA KEY ON NORTH-
EAST SECOND AVENUE
WHEREAS, in the Environmental Impact Statement prepared
by the Metropolitan Dade County Water and Sewer Authority as
part of the overall Master Plan of Sewage Disposal for Dade
County, the route of the sewage sludge lines between the North
Regional Sewage Treatment Plant and Virginia Key was described
as along Biscayne Boulevard; and
WHEREAS, it has come to the attention of Miami Snores
Village that said route was changed by the Metropolitan Dade
County Water and Sewer Authority without appropriate public
hearings by the Environmental Protection Agency so as to route
two 15-inch raw sewage sludge lines along Northeast Second
Avenue; and
WHEREAS, it appears to be more cost effective to construct
facilities for treatment at the North Dade Plant than to construct
the sludge lines and facilities ar Virginia Key, as proposed; and
WHEREAS, the proposed route would disrupt the main business
district of Miami Shores for many months and create considerable
economic loss to the merchants and taxpayers of Miami Shores
Village; and
WHEREAS, it appears that the sludge lines have several
vents to release sewer gas which would be located within Miami
Shores Village causing intermittent dispersement of sewer odors;
and
WHEREAS, the operation of said sludge lines could provide
serious hazards to the health and general welfare of the
community.
NOW, THEREFORE, BE IT RESOLVED by the Council of Miami
Shores Village that it strenuously opposes construction of two
15-inch raw sewage sludge lines along Northeast Second Avenue.
BE IT FURTHER RESOLVED, that Metropolitan Dade County
Water and Sewer Authority is requested to reconsider the route
for said sewage sludge lines and that any consideration thereof
be proceeded by appropriate public hearings and an Amended
Impact Statement.
BE IT FURTHER RESOLVED, that the Village Manager forward
copies of this Resolution to all appropriate agencies.
PASSED and ADOPTED this 18th day of February 1975.
