A RESOLUTION SUPPORTING A PROPOSED
BILL BY SENATOR EDWARD GURNEY TO
PRESERVE THE CONCEPT OF THE NEIGHBOR-
HOOD SCHOOL IN AMERICAN PUBLIC EDU-
CATION.
WHEREAS, the Village Council of Miami Shores Village,
Florida feels that it is in the best interest of the citizens of Miami Shores to
go on record as to the support of a Bill that Senator Edward Gurney proposes
to introduce; and
WHEREAS, this proposed Bill is intended to preserve the con-
cept of the Neighborhood School in American Public elementary and secondary
education; and
WHEREAS, it is also the opinion of the Village Council, to the
extent permitted by the Constitution, to recognize the need for and desirability
of the maximum of freedom for students, parents, and teachers in choosing the
school most likely to serve their individual needs and interests; and
WHEREAS, the Council recognizes that the schools within the
boundaries of each district were so designed as to take care of the needs of
these particular neighborhoods, and in fact schools were constructed within the
District or neighborhood when the population reached a certain number to take
care of the needs of the students within these boundaries; and
WHEREAS, many residents have purchased their homes in
certain neighborhoods because of the schools located within these districts,
and the student's educational needs are best served when they attend a school
in their own neighborhood; and
WHEREAS, the present concept results in the overcrowding of
classes, facilities and activities, as well as provides less adequate curriculums
and extracurricular activities, as well as, less adequate opportunities to take
advantage of the available activities and services provided by neighborhood
schools; and
WHEREAS, the present concept tends to present problems to the
education facilities, as well as to the neighborhood or municipality in which the
schools are located, and if the pupils living within the neighborhood of the existing
schools are allowed to return to these schools, it would go far to help solve the
problems that have occurred as a result of the shuffling of these students from
school to school;
NOW, THEREFORE, BE IT RESOLVED BY THE Village Council
of Miami Shores Village, Florida;
1. That it go on record as recommending strong support
of the proposed Bill to be introduced by Senator Gurney
in Congress to preserve the concept of the neighbor-
hood school.
2. That a copy of this Resolution be forwarded to all
municipalities in Dade County; the Dade Delegation
to the Florida Legislature; Senators Gurney and
Chiles; Congressmen Pepper and Fascell, members
