R-509-70 RESOLUTION NO. 509 A RESOLUTION URGING ABANDONMENT OF PLANS FOR THE NORTH DADE EXPRESSWAY, FORMERLY CALLED THE INTERAMA EXPRESSWAY, THROUGH MIAMI SHORES AND THE OPA LOCKA EXPRESSWAY EAST OF EXPRESSWAY I-95 WHEREAS, Miami Shores Village has been made aware of the Metropolitan Dade County Land Use Master Plan and the Transportation Master Plan developed thereunder; and WHEREAS, these Master Plans call for a grid-work of north-south and east-west expressways; and WHEREAS, one north-south expressway identified as the North Dade Expressway, formerly called the Interama Expressway, is proposed along or over the existing Florida East Coast Railway right-of-way, including the seg- ment of that right-of-way extending through Miami Shores Village, and one east-west expressway identified as the Opa Locka Expressway is proposed to run along one or more of a number of alternate routes extending along or immediately north of the north boundary of Miami Shores Village; and WHEREAS, the Village of Miami Shores, like the Village of Biscayne Park, is a quiet residential community composed primarily of private homes valued and maintained at a level substantially higher than the average in Dade C ounty; and WHEREAS, the Miami Shores Village Council is aware of the opposition to the expressway plans expressed on behalf of the Village of Biscayne Park and the City of North Miami, as well as by thousands of property owners in this area; and WHEREAS, the Miami Shores Village Council believes that the pro- posed plans fail to meet the obvious future needs of this area and, in particular, those of the downtown area or inter-city of the City of Miami; and WHEREAS, this Council is convinced that the proposed expressway systems jeopardize the future and the very existence of Miami Shores Village without any demonstrated justification as far as the actual future needs of the remaining areas of Dade County or of the State of Florida are concerned; NOW, THEREFORE, BE IT RESOLVED by the Miami Shores Village Council: 1. That plans for the segment of the proposed North Dade Express- way running through Miami Shores Village and for the segment of the Opa Locka Expressway extending eastward from existing Expressway I-95 be abandoned by the State and Dade County Road Departments on the ground that said segments are neither necessary nor appropriate to a properly planned and engineered transportation system for the Greater Miami area and on the further ground that their construction would operate to do irrevocable and unjustifiable damage to Miami Shores Village and to its citizens; 2. That the Florida State Road Department and the Dade County Road Department are urged and enjoined to abandon plans for these segments and to undertake further investigation, engineering and studies to provide a proper alternate expressway system for the best interests of all of the people of Dade County, not excluding the people of Miami Shores Village; 3. That copies of this resolution be furnished to the Governor and the Secretary of Transportation of the State of Florida, to the Mayor of Dade County, Florida, to the Mayors of the Cities of North Miami and Miami, Florida, to the Mayor of the Village of Biscayne Park, Florida, to Congress- men J. Herbert Burke and Claude Pepper, to Senators Spessard Holland and Edward J. Gurney, and to the Dade County, Florida Legislative Delegation. PASSED AND ADOPTED THIS 7th day of April, A. D. 1970.
