WHEREAS, a resolution of the Liaison Committee of the Dade County Commission and the Dade County League of Municipalities passed and adopted November 18, 1966 sets forth that such committee has given careful consideration to Florida Statute 193. 031 and its application and possible effect on the fiscal operations of the County and municipalities within the County in future years; and WHEREAS, in the opinion of the Committee, the application of the statute in future taxing years may result in unrealistic and financi- ally crippling limitations upon the County and municipalities in setting ad valorem tax millages at levels sufficient to meet budgetary demands and revenue; and WHEREAS, in the opinion of the Committee the statute de- prives the County and municipalities of self-government in fiscal affairs and is contrary to the principles of local self-government.
