R-363-57 RESOLUTION NO. 363 A RESOLUTION REGULATING THE USE OF THE GOLF COURSE AND ITS FACILITIES. WHEREAS Miami Shores Village maintains and operates a golf course, club house and swimming pool for its residents' recreation and welfare, and for several years the Village has permitted non-residents to use said facilities upon payment of established fees, and WHEREAS the population growth of southeast Florida has been to such an extent as to cause large numbersof non-residents to use the facilities, wherein 50, 057 rounds of golf were played during the year ending July 31, 1956, and WHEREAS such large numbers of players have caused a crowded con- dition, thereby depriving residents of full enjoyment of said facilities: and pre- venting many Village residents the rightful use of the golf course, and WHEREAS the Village Council has deemed it necessary in the interests of the property owners and residents of the Village to restrict and reduce the number of non-residents using these facilities in order to reduce said crowded conditions; NOW, THEREFORE, BE IT RESOLVED BY MIAMI SHORES VILLAGE: Section 1. The term "member" as used herein means a person that has paid the annual fee hereinafter provided. Section Z. That from and after January 1, 1957 the use of the Golf Club facilities shall be restricted to Village residents and their guests under the conditions hereinafter imposed; provided that the non-residents paying annual privilege fees on said date may continue to use the facilities as hereinafter pro- vided. Section 3. That there is hereby assessed an identification fee of $10. 00 per year on each of those familities or individuals of the Village wishing to use the Golf Club facilities. This fee to be used for expenses incurred in establishing proper identification of those who enter and use the property, and employees of the Village in charge of the Club are directed to require presenta- tion of evidence of Village residence before permitting a person entry onto the -1- property, except in cases of trades people and employees required in the oper- ation of the Club. Section 4. That the non-residents referred to in Section 2. hereof may continue to be members until such time as the Council deems it necessary to further restrict the use of said facilities by non-residents. In the event it becomes necessary to further restrict the use of said facilities by non-residents, then those non-residents last admitted to membership shall have their membership cancelled. This privilege accorded to non-residents shall not be transferable, nor shall it be renewed after a non-resident member has once resigned or a non-resident's membership has been cancelled for any reason. Section 5. Guests of members may use the facilities only when accompanied by a member, or when a member or resident has made arrangements by telephone or letter. On Saturdays, Sundays and holidays all guests must be accompanied by the host member or resident. Section 6. Banquets and Parties That no groups or organizations desiring the use of the facilities for dinners or parties shall be permitted such use except when sponsored by a member or resident. Section 7. Cotillion Dances That Cotillion dances may be arranged for the instruction of the children of members and residents only, provided that when classes are unbalanced by a lack of boys or a lack of girls then non-residents may be invited to participate to the extent required to maintain an equal balance in the class. Section 8. Mechanical Golf Cars That electric or gasoline golf cars owned and used by members as of November 1, 1956 may continue to be used by said members until said cars are worn out or disposed of, but the same may not be transferred to another member, nor shall any additional permits for private ownership of cars be issued. Section 9.
