O-594-96 ORDINANCE NO. 594-96 AN ORDINANCE AMENDING SECTION 11-4 OF THE CODE OF ORDINANCES OF MIAMI SHORES VILLAGE, FLORIDA; INCREASING TO SEVEN THE MEMBERSHIP OF THE HISTORIC PRESERVATION BOARD AND MODIFYING THE AUTHORITY AND FUNDING OF SUCH BOARD; PROVIDING FOR AN EFFECTIVE DATE. IT IS ORDERED BY THE COUNCIL OF MIAMI SHORES VILLAGE, FLORIDA: SECTION 1. That Section 11-4 of the Code of Ordinances, Miami Shores Village, Florida, shall stand amended to read as follows: "Section 11-4. Historic preservation board. (a) Established; composition. The historic preservation board is hereby established and shall consist of seven (7) members appointed by the village council. All members of the board shall be familiar with the purposes of preserving and protecting structures and sites having architectural and historic worth. Initial appointments to the board of the 6' and 71 members shall be one (1) member for a one-year term and one (1) member for a two- year term. Subsequently, all appointments shall be for two (2) years. A member may be reappointed to the board. The village manager shall appoint a secretary to the board. Each member shall hold office until his or her successor has been duly appointed, except when removed by the village council, and any member may be removed at any time by a majority vote of the village council. (c)Authority to recommend designations. For the purpose of effecting and furthering the protection, preservation and enhancement of historic landmarks, historic street names, and historic corridors, the board shall have the power to recommend to the village council any of the following: 1) the designation of a structure or site as an historic landmark; 2) the nomination to the State Historic Preservation Office, for inclusion in the National Register of Historic Places, a structure that has previously been designated by the village council an historic landmark; or, 3) the co-designation of a street based upon documented historic precedent. (e)Funding. The board shall have the prerogative of either requesting funds from the council, or conducting education fund raising activities (such as historic walking or trolley tours), for board expenditures which shall include, but not be limited to, historic markers, historic street co-designation signs, certificates and photographs, and other support services or materials which may be appropriate. (g) Guide used in planning and deliberations. In all its planning and deliberations, the historic preservation board shall use 'The Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings (as revised)' as a basis for its guidelines for preservation." Page 1 SECTION 2. All Ordinances or part of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. SECTION 3.
