AN ORDINANCE ESTABLISHING THREE MONTH'S MORATORIUM
ON SITE PLAN APPROVAL WHERE PARKING DOES NOT
COMPLY WITH CODE; FINDING INADEQUATE PARKING THREATENS
TO DETERIORATE PORTIONS OF BUSINESS AREAS AND UNDULY
BURDEN ADJOINING RESIDENTIAL AREAS; DECLARING EMER-
GENCY AND PROVIDING EFFECTIVE DATE.
WHEREAS, the increased construction of new buildings and changes
in use of existing buildings have impacted the parking facilities of many
areas of Miami Shores Village, and the resulting increased burden threatens
to deteriorate portions of the business areas and unduly burden adjoining
residential areas of this community, and
WHEREAS, the increased burden upon the parking facilities of this
community dictates the necessity for an extensive study of the parking
needs of this community in order to formulate reasonable corrective measures;
NOW, THEREFORE, BE IT ORDAINED BY MIAMI SHORES VILLAGE:
Section 1. That for a three months' period from the date of the
adoption of this ordinance there shall be no site plan approval
for any application based upon a change of use, unless the
premises involved comply with the parking requirements required
of new structures under Village ordinances.
Section 2. The adoption of this ordinance is declared to be
an emergency measure.
Section 3. This ordinance shall become effective upon adoption.
