AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA,
ESTABLISHING PROCEDURE FOR THE DRAFTING OF A
PROPOSED CHARTER, AMENDMENT, REVOCATION OR
ABOLITION AS PROVIDED IN SECTION 5.03 METROPOLITAN
DADE COUNTY HOME RULE CHARTER.
WHEREAS, Section 5.03 of the Metropolitan Dade County
Home Rule Charter provides that any municipality in the County
may adopt, amend, or revoke a charter for its own government
or abolish its existence according to procedure therein
prescribed, and
WHEREAS, said Section provides that municipalities
shall provide by ordinance the method of drafting such proposed
charter, amendment, revocation, or abolition, and
WHEREAS, it is the desire of Miami Shores Village
Council to establish suchprocedure,
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF
MIAMI SHORES VILLAGE, FLORIDA:
1. That the Village Council of Miami Shores Village
may appoint five or more resident electors of the Village to
a committee to be known as the "Charter Revision Committee"
to review and study the Charter of Miami Shores Village and to
recommend such amendments and revisions, if any, which said
committee shall find to be to the best interests of the Village.
Said committee shall make its written recommendations to the
Council within thirty (30) days from the date of passage of
resolution establishing the committee. Upon submission of its
written recommendations, the Charter Revision Committee shall
thereupon be terminated, and the terms of its members shall there-
upon expires; provided, however, that the committee may thereafter
be reactivated by resolution of the Council and the appointment
of a new committee. Upon reactivation of the committee, the
Council shall not be required to reappoint prior members of prior
committees.
2. At the next regular or special Council meeting
following the submission to the Council of the written recom-
mendations of the Charter Revision Committee, the Council shall
approve, amend, or reject the recommendations of the Charter
Revision Committee, and by resolution adopt a final draft of
proposed charter, amendment, revocation or abolition, which
shall be submitted to the electors of the Village. Unless an
election occurs not less than sixty (60) nor more than one
hundred twenty (120) days after the final draft is approved and
submitted, the proposal shall be submitted at a special election
within that time. The Council shall make copies of the proposal
available to the electors of the Village not less than thirty (30)
days before the election. Alternative proposals may be sub-
mitted. Each proposal approved by a majority of the electors
voting on such proposal shall become effective at the time fixed
in the proposal.
3. Each proposal approved by a majority of the electors
voting thereon shall be filed with the Clerk of the Circuit Court
of Dade County, Florida.
4. That the Council hereby finds and determines that
there is an immediate necessity for the adoption of this ordinance
so that subsequent steps as required by law can be had. It is
hereby accordingly found that this ordinance should be passed as
an emergency measure which is hereby ordained.

November 1975.

RESOLUTION NO. 591
RESOLUTION PURSUANT TO ORDINANCE NO.
APPOINTING MEMBERS OF THE CHARTER REVISION
COMMITTEE OF MIAMI SHORES VILLAGE
WHEREAS, Ordinance No. 386 provides for the appoint-
ment of a Charter Revision Committee pursuant to Section 5.03
of the Metropolitan Dade County Home Rule Charter, and
WHEREAS, the Village Council is of the opinion that
certain revisions and amendments, of the Village Charter are
necessary and desirable and should be submitted to the electors
of the Village in the next available election day,
NOW, THEREFORE, be it resolved by the Village Council
of Miami Shores Village, Florida:
That the following named persons be, and are hereby
constituted the Charter Revision Committee of Miami Shores
Village for the purpose of reviewing and studying the Village
Charter and proposing revisions and amendments to be voted upon
by the electors of the Village at the Presidential preference
election scheduled for Tuesday, March 9, 1976:
