AN ORDINANCE AUTHORIZING THE VILLAGE MANAGER OF
MIAMI SHORES VILLAGE TO APPOINT MEMBERS TO A PRO-
POSED MASTER BOARD OF EXAMINERS OF ELECTRICIANS
FOR VARIOUS QUALIFIED MEMBER MUNICIPALITIES AND DADE
COMM; AND ADOPTING AND CONFIRMING RULES AND REGU-
LATIONS FOR SAID BOARD AS SET FORTH HEREIN; PROVID-
ING FOR THE VALIDITY OF THIS ORDINANCE*
WHEREAS., the Electrical Examining Board and members of the
electrical industry of the various municipalities of Dade County and the County
area, met and decided,, to promote better cooperation in the electrical industry
and its employees,, and in the interest of public welfare., that rules and regu-
lations should be adopted for the creation of a Master Board of Examiners of
Electricians to examine electricians in all classifications to qualify them
for operation in the various municipalities and Dade County adopting these rules
and regulations.
BE IT ORDAINED BY MIAMI SHORES VILLAGE, FLORIDA:
Section 1. That the Village Manager be and he is hereby authorized
to appoint the membership on the proposed Master Board of Examiners of Else-
tricians of member municipalities and Dade County in compliance with the rules
and regulations as set out herein.
Section 2. That the following rules and regulations for the pro-
posed Master Board of Examdners of Electricians of various municipalities and
Dade County to examine electricians of all classifications to qualify them for
operation in membership mmieipalitieo and Dade County.. are hereby adopted and
confirmed.
Section 3. RULES AND REGULATIONS
(a) A Master Board of Examiners of Electricians shall be createds
with membership from the qualified incorporated cities in Dade County with
population of over 5..000 and the County area,, provided a similar ordinance has
been adopted creating a Master Board of Examiners of Electricians for Dade Countyt
Florida, and provided these incorporated areas agree to abide by all the rules
and regulations set forth in this ordinance as well as such reasonable rules and
regulations as may be created by the said Board necessary to carry on the functions
of the Board.
(b) Membership. The membership of the Master Board of Examiners
of Electricians shall be determined as follows:
Each qualified city over 5.,000 to 20,000 population 1 menber
Each qualified city over 20..000 to lOO.,OOO 2 members
Each qualified city over 100.,000 3 members

(c) Qualifie City. The term "qualified city" as used in this
ordinance shall be held to mean a city in Dade County with population above
5,000- and/or the County area having adopted an ordinance creating a Master
Board of Examiners of Electricianss, and an electrical ordinance being of equal
standard with the other cities qualifying for membership on the Master Boards,
and said cities having a City Board of Examiners of Electricians. In the event
questions arise relative to a qualified city and the number of members it shall
have to serve on the Master Boards, the majority vote of the members of the Master
Board at any authorized meeting, shall be the final decision.
(d) Electi of Office r . The Master Board of Examiners of
Electricians shall hold a meeting for the purpose of electing a Chairmans,
Secretarys, and Chief Examiner, during the second week of January of each year
following the organization of said Board., and these officers shall call sub-
sequent meetings of the Board throughout the current year of their office. Said
Board shall have the right to adopt rules and regulations of procedure and any
other reasonable rules and regulations it may deem necessary from time to time
in order to carry on the work of the Board in an efficient and orderly manner.
The Secretary shall keep all the records and make same available to all the
members of the Master Board upon request. The Chief Examiner shall have charge
of all examinations and shall abide by al.1 the rules and regulations as set
forth by the saidBoard for the handling of examinations. A majority of the members
of the Master Board of Examiners of Electricians must be present before any
business can be officially transacted.
(e) E23&Lnations. Applicants desiring to carry on their trade or
business in any of the qualified cities or the County area., must take examJna-
tions to qualify in any of the classifications. If applicants desire to take
examination before the Master Board, they must file application on or before the
date of examination set by the said Boards, who sball then conduct the examina-
tions to determine applicants' qualifications according to the rules and regu-
lations of the Master Board of Examiners of Electricians and the terms of this
ordinance. Examinations shall be held at some time during the periods from
March 21 until March 31 and from September 21 until September 30 of each years,
depending upon the day selected by the said Board. In addition to these periods,,
the Master Board of Examiners of Electricians may designate other days for the
examination of journeymen and maintenance electricians. Examinations shall
commence on the day designated and continue until all applicants appearing for

examination have been examined. The Examination shall be based on questions
designed to determine the applicants' prectical knowledge of electrical constrvc-
tion and shall be made wholly or part in writing. Examinations shall be of a tech-
nical nature., sufficient strict to establish the qualifications of the applicants
and to satisfy the said Board as to the applicants' competence as master3 sign-
raster., journeyman., sign-journeyman,, or maintenance electrician., as well as their
familiarity with the rules and regulations governing electrical construction.
A-pplicants who pass the examination will be issued a Certificate of Cormetency
by the said Master Board of Dade County for the classification in which an Ic

has qu8lified3 such as master., sign-raster., Journeyman., sign-iourneyman or
maintenance electrician.
(f) ApTrlications. Applications for examination by the Master Board of
Examiners of Electricians shall be plainly desigmated by applicant for presentation
to said Master Board m d be filed with each qualified city or territory, to be
ti.irned over to the said Master Board at exm ination time. The Master Board shall
then conduct examinations., grade the papers and notify the applicants of their
grades. The examination papers shall becore the property of the Master Board of
Examiners of Electricians, but shall be kept on file for future reference for a
period of ten years.
(g) Master Board Operating Fund. Each rember-city or area shall
contribute the s=. of twenty-five dollars ($25.00) per year for each member serving
on the Master Board of Exaniners of Electricians for the operating expenses of
the said Board.
Section 3. VALIDITY OF ORDINANCE, In the event that miy section, sub-
section, sentence, clause or phrase of this ordinance shall be declnred or adjudged
invalid or unconstitutional, such adjudication of invalidity shall in no nanner
affect the other sections, sub-sections, sentences., clauses3 or phrases of this
ordinance.
