O-150-45 LIAM SHORES VILLAGE ORDINANCE YO.- 150 A� ORDINANCE RE-EST&RLISHING AND CONTINUING THE MIAMI SHORES VILLAGE AS ' GOLF COURSE. ---------- BE IT ORDAINED BY YJAMI SHORES VILLAGE: SECTION L. That the Yiami Shores Golf Course is hereby re-established as a municipal golf course to be governed as hereinafter provided. Section 2. That the Village Manager is hereby instructed to submit a budget for the operation of said golf course until the end of .the present fiscal year, july 31� 1946, and thereafter to submit annual tentative budgets along with the general Village budget as prescribed by the Village Charter. Said budgets to provide for the employment by the Village Manager of a capable Club klanager subject to the approval of the council and the executive dixectols of the club, and provide for such other e.!Jpployees a�� may be requireki-_� and to include estimates of all revenues and expenditures for said periods. Section 3. That the Club Ylanager shall be account- able to the Village Manager for the efficient operation of the club. He shall appoint and direct the necessa.ry .paid employees of the club within the budget establishedby the Village Mianager and approved by the Village Council., and sh-11 assist the several club committees hereinafter pro- vided, as directed by them in the execution of .the activities which such committees undertake. Section 4. That there is hereby created a Board of Directors of the golf course, composed of a President , First Vice Presidentt Second Vice President)- Secretary-Treasurer (the Secretary-Treasurer shall be the Village Manager) and the nine Chairmen of the following committees: House, Miembership, Entertainment, Publicity, Junior Activities, Finence,,, Grounds and Greens, Sports and Pastime, and Women's Events, each of whom shall serve for a term of one year, and if at the end of one year it is the opinion of the Village Council and the Board of Directors that the Golf Course is being operated. successfully, then the terms shall be extended to a term of not less than five years. Said Board of Directors shall be selected from among the freeholders of Miami Shores Village, and shall be appointed in the following manner: , The Council shall appoint a President who shall join with the Council in the appointment of a First Vice President and a Second Vice President. The Presidents First Vice President, Second Vice President and the Secretary-Treasurer shall be the Executive Directors of the club and are hereby vested with authority sufficient for efficient direction of the club affairs, except that acts of the Executive Directors shall be subject to veto by a majority vote of the Board of Directors. .Section 5. That the -Executive Directots are instructed to appoint the other members of the Board of Directors subject to a majority approve,l of the Council. The Chair- men of the several committees shall appoint their own committee members subject to approval by a majority vote of the Board of Directors and no committee shall exceed thxee (3) in numbeT* Section 6.' That the President shall appoint from anong the Board of Directors a committee, of which the President shall be Chairman, to chart the success course of the club, to establish membership dues and greens fees based upo# financial needs and other requirements. This committee shall prepare a constitution and set of by-laws under which the club shall be operated as it relates to its memberst and shall provide for the method of future appointments or elections to the offices of Presidents First Vice-Presidents Second Vice President and Chairmen.I of the several activities com,ittees, Such constitution and by-laws shall be subject to the approval of the Board of Directors and final approval of the Village Council before becoming effective. Section 7. The President ,shall appoint from among the Board of Directors a commit tee of three (3) to make plans and recommendations for the erection of a swimming pool, tennis c"ourts and other improvements which such committee might deem advisable. Said recommendations to be made to the Board of Directors , and when approved by the Board of Directors shall be submitted through the Village Manager to the Village Council for final action. Section 8. That all receipts and revenues derived from the operation of the golf course and club house be deposited in the regular Village depository in a separate account to be designated� "Golf Course Account" , and all exDenditures of funds from said account shall be in com- pliance v,�Tith the provisions of the Village Charter regard- ing, the expenditure of Village funds* Section 9. ,, That all ordinances and -parts of ordi- nances in conflict herewith are hereby repealed.
