O-149-45 MIAMI SHORES VILLAGE ORDINANCE NO.
AN ORDINANCE RE-ESTABLISHING AND
CONTINUING THE MIAMI SHORES VILLAGE
GOLF COURSE.
BE IT ORDAINED BY MIAMI SHORES VILLAGE:
Section 1, That the Miami Shores Golf
Course is hereby re-established as a municipal golf course
to be governed as hereinafter provided.,
Section 2. That the Village Manager Is
hereby instructed to submit a budget for the operation
of said golf course until the and of the present fiscal
year July 31, 1946, and thereafter to submit annual tentative
budgets along with the general Village budget as prescribed
by the Village Charter. Said budgets to provide for the
employment by the Village Manager of a capable Club Manager
and such other employees as may be required, and to include
estimates of all revenues and expenditures for said periods.
Section 3. That the Club Manager shall be
accountable to the Village Manager for the efficient operation
of the club, He shall 'appoint and direct the necessary
paid employees of the club within the budget established by
the Village Manager and approved by the Village Council.
He shall act as Executive Secrethry ex officio to the Board
of Directors hereinafter provided, and shall assist the
several club committees as directed by them In the execution
of the activities which such committees undertake.
Section 4. That there is hereby created a
Board of Directors of the golf course, composed of a
President, Vice President, Secretary, Treasurer (The Treasurer
shall be the Village Manager), and Chairmen of the following
committees: House, Memberships Entertainment, Publicitys
Finance, Grounds and Greens, Sports and Pastime and Women' s
Events, each of whom shall serve terms of not less than
five (5) years, and shall be appointed In the following
manner: The Council shall appoint a President who shall join
with the Council in the appointment of a Vice President and
Secretary, The Presidents Vice President, Secretary and
Treasurer shall be the Executive Directors of the club
and are- hereby vested with authority sufficient for efficient
direction of the club affairs, except that acts of the
Executive Directors shall be subject to veto by a majority
vote of the Board of Directors,
Section 5, That the Executive Directors are
instructed t6 appoint the other members of the Board of
Directors subject to a majority approval of the Council.
The Chairmen of the several committees shall appoint their
own committee members subject to approval by a majority vote
of the Board of Directors and no committee shall exceed
three (3) in number.
Section 6, That the President shall appoint
from among the Board of Directors a committee, of which the
President shall be Chairmang to chart the success course of
the club, to establish membership dues and greens fees
based upon financial needs and other requirements. This
committee shall prepare a constitution and set of by-laws
under which the club shall be operated as it relates to its
memberss, and shall provide for the method of future appoint-
ments or elections to the offices of Presidents Vice Presidents
Secretary and Chairmen of the several activities committees,
Such constitution and by-laws shall be subject to the approval
of the Board of Directors and final approval of the Village
Council before becoming effective.
Section 7, The President shall appoint from
among the Board of Directors a committee of three (3) tomake
plans and recommendations for the erection of a swimming
pool, tennis courts and other Improvements which such
committee might deem advisable. Said recommendations to
be made to the Board of Directors and when approved by the
Board of Directors sha�l be submitted through the Village
Manager to the Village Council for final action.
Section 8. That the recommendation of
Councilmen Kilburn and Parish for the organization of said
golf course Is hereby adopted as a guide for carrying out
the provisions of ihis ordinance*
Section go That all receipts and revenues
derived from the operation of the golf course and club
house be deposited in the regular Village depository In
a separate account to be designated, "Golf Course Account"s
and all expenditures of funds from said account shall be In
compliance with the provisions of the Village Charter regarding
the expenditure of Village funds,
Section 10. That all ordinances and parts
of ordinances In conflict herewith are hereby repealed.
Section- 11. That this ordinance shall become
effective Immediately upon Its passage.
