TION TO INVOKE, ENFORCE AND EFFWT SAID ORDINANCE NO.
119 AND TO CANCEL THE .SUSPENSION THEREOF : DECLARING
THIS TO BE AN EMERGENCY MEASURE.
WHEREAS, Ordinance No. 119 of Miami Shores Village entitled:
"An Ordinance pertaining to screenout, blackout and air raid regula-
tions; Defining terms; Prescribing regulations for all light in
Miami Shores Village and upon vehicles situate therein; Prescribing
regulations for outdoor fires and requiring permission therefor ; Giving
the Village Manager authority to appoint special policemen and establish
military and unsafe zones; Defining the power and means of Identifica-
tion of special policemen; Exempting the Village and individuals
from certain possible liabilities; Permitting authorizeC persons to
enter premises to extinguish prohibited lights; Prescribing movements
and regulations for vehicles and 'pedestrian traffic and exceptions
thereto; Requiring all persons to seek shelter during blackout and
air raid alc-,rms ; Prohibiting unauthorized use of certain uniforms,
insignia, identification cards, or misrepresentation of authority;
Prescribing a penalty and permissive voluntary payments of fines for
the violation of said ordinance; Repealing all ordinances inconsistent
herewith; Delcaring this to be an emergency measure: " being the
8creenout, blackout and air raid ordinance of Miami Shores Village
was Passed and adopted for the enforcement of the national screenout,
blackout and air raid regulation for the preservation and protection
of the public health, safety and welfare of the citizens during -
the present emergency, and
WHEREAS, the federal 'authorities have publically
announced that the emergency requiring screenout, blackout and
air raid regulations has ceased, and
WHEREAS, the federal , authorities are suspending the
screenout, blackout and air raid regulations in the area of Miami
Shores Village but are not repealing said regulations, and have
placed the public on notice that said ' regulation may be necessary
in the f uture, and
171EIREAS, the Oouncil of Miami Shores Village is of
the opinion t.hat ,the screenout, blackout and air raid regulations
of Miami Shores Village should be suspended until required by the
federal authorities to enforce them again, and upon said requirement
the Village �Janager should declare said regulation of Miami Shores
Village as provided in said Ordinance No. 119 to again be in full
force and effect.
NOW THEREFORE, BE IT ORDAINED BY MIAMI SHORES VILUG3:
SECTION I. That Ordinance No. 119 of Miami Shores
Village entitled: "An Ordinance pertaining to screenout., blackout
and air raid regulation; Defining terms; Prescribing regulations
for all light in Miami Shores Village and upon vehicl'es situate
therein; Prescribing regulations for outdoor fires and reouiring
permission therefor; Giving the Village Manager authority to appoint
special policemen and establish military and -unsafe zones; Defining
the pod�er and means of identification of, special Policemen; Exempting
the Village and individuals from certain possible liabilities;
Permitting authorized persons. to enter premises to extinguish
prohibited lights; Prescribing movements and regulations for vehicles
and pedestrian traffic and exceptions thereto; Requiring all persons
to seek shelter during blackouts and air raid alarms; Prohibiting
unauthorized use of certain uniforms, insignias identification
cards, or misrepresentation of authority; Prescribing a penalty and
permissive voluntary payments of fines for the violation of said
Ordinance; Repealing all ordinances inconsistent herewith; Declaring
this to be an emergency measure"' be and- the same Is hereby suspended
in Its force, operation and effect until a proclamation in writing

by the Village Manager of Miami Shores Village that the suspension
of said ordinance as herein provided is vacated, set aside and
cancelled dnd upon such proclamation by the Village Manager
Ordinance No. 119 and all its terms and conditions are to be in full
force and effect.
SECTION 2. That this ordinance is hereby declared to
be an emergency measure upon the grounds of urgent -public need
for the preservation, peace, health, safety and property in Miami
Shores Village.
UNANIMOUSLY PASSED AND ADOPTED THIS day of
November, A. D. 1943.
