Summary of Meeting
The Planning and Zoning Board of the Village of Miami Shores held its regularly
scheduled monthly meeting on Thursday, May 13, 2004, at the Village Hall. Chairman
Richard Fernandez called the meeting to order at 6:45 PM_

SITE PLAN APPROVAL - DOCTOR'S CHARTER SCHOOL
Mr. Al Berg explained the basis of the applicant's request, and he spoke that staff
recommended approval.
Members of the board expressed their concerns and opinions about the application. They
informed the applicant that some of the required elements, such as, the survey, fencing,
lighting and landscaping plans were missing in the site plan. In addition, the existing
drainage plan should include more details.
11111 Mr. Tom Benton explained that this is a community-based facility approved by the voters
of the village to pass a general obligation bond in order to pay for the construction of this

• facility. He expressed that all the concerns by the members of the board, about the
application and the project in general, will be addressed properly.

Mr. Larry Klein explained the technicalities of the project.
Three residents ofthe Village ofMiami Shores expressed their concerns and opinions
about the project. However, They were in favor of it.
Mr. Tim Crutchfield made a motion that placement of buildings and the elevations with
forward site plan be approved contingent on Board's approval of all other elements
required for site plan approval including but not limited to drainage, lighting, signs,
fence, and landscaping. Mr. Cesar Sastre seconded the motion. Motion defeated 3-2.
It was moved by Mr. Robert Abramitis and seconded by Cesar Sastre that site plan be
approved subjected and conditioned to the following:
- That the landscape plan shown on the site plan, the round circles of trees on the easel
are either oaks or mohaThat the trees that look like stars are Alexander palms.
- That the applicant meets the minimum requirements of Miami Dade County lighting
plan. However, he must also bring the lighting down by the center of each street
NW 12" Terrace and NW 5th Avenue to no more than one (1) foot candle of the
property Line
- That the applicant meets the requirements of Miami -Dade County drainage
standards.
- That the applicant includes a sign that reads in 10 inches black metal channel.
That the letters should read "Doctor's Charter School of Miami Shores" to
be placed on the west side of the elevator tower.
- That the applicant meets the minimum fencing requirements of Miami -Dade County.
If the fence is to be made of anything other than raw iron, it must be agreed to by the
Village's building official.
- That there is no future addition being considered in this site plan, even though it is
shown in the easel currently.
- That the air conditioning units be buffered with landscaping
- That the requirements of the Americans with Disabilities Act (ADA) be met.
It was moved in amendment by Mr. Tim Crutchfield and seconded by Mr. Cesar Sastre
that the landscape plan sho on the site plan, the round circles of trees on the easel
are either oaks or mo .11
That the trees that look like stars are Alexander palms. That
the trees have a minim+ m of 12 feet high or grater. That the applicant meets the
minimum fencing requirements ofMiami Dade County code. If the fence is to be made
of anything other than raw iron, it must come back to the Planning and Zoning Board for
approval. Amending motion and main motion passed 3-2. (Mr. Tim Crutchfield and
Mr. Donald Shockey voted no).
ADJOURNEMNT
There being no further business, the meeting was adjourned at 8:45 PM_
The next regular meeting will be held in the Village Hall at 7:00 p.m. on May 27, 2004.
