The meeting was called to order at 6:30 PM with the following members present: Members Present Tim Crutchfield Richard Fernandez Robert Abramitis Members Absent Donald Shockey Members Late Cesar Sastre (Arrived at 7:25 PM) Planning and Zoning Staff Present Al Berg, Director of Planning and Zoning Speakers and Others in Attendance Patrick Lee, Owner Applicant Leslie Castellanos, Owner Applicant Pablo Andrade SECTION 604: Silt PLAN APPROVAL —GARAGE ENCLOSURE APLICANT: PATRICK LEE (PROPERTY OWNER) LESLIE CASTELLANOS (PROPERTY OWNER) ADDRESS: 560 NE 95TH STREET, MIAMI SHORES, FLORIDA 11 #: PZ03-1218-03 03/18/04 THU 15:15 FAX 3053752560 • DADE PLAN DEV REG 12 FL j014 Mr. Berg presented a request to amend the agenda in order to permit the continuation of a presentation by Mr. Patrick Lee, case number PZ03-1215-03. Section 604: site plan approval garage enclosure for property located at 560 NE 95th Street, Miami Shores, Florida. The item was included on the agenda by a unanimous vote of the board Mr. Berg swore in the applicants and he stated that Mr. Lee agreed to amend the application to have two parking spaces in his property. Mr. Berg explained basis of the application. in addition, the applicant will remove the asphalt from the back. Mr. Lee stated that he would use pavers or asphalt for the whole driveway in his property. Also, he was thinking about two strips of pavers going out of the property. Mr. Fernandez asked Mr. Lee not to amend his application, just stick to his original proposal. Mr. Berg stated that what the code mandates is either the usage of concrete or asphalt. Therefore, turf block wasn't considered. He could not approve this application because it is a mixture of the two. Mr. Crutchfield stated that Mr. Berg could work with the applicant about the materials to be used. After that, Mr. Crutchfield made a motion to approve it using the mixture of asphalt and concrete. The motion was seconded by Mr. Shockey. The motion was approved unanimously by the members. CODE REVISIONS OF SIGNS, LANDSCAPING AND PARKING SIGNS Mr. Crutchfield said that window signs should be more limited in size. Mr. Berg explained about different types of signage in the village, and he suggested that signs could be placed above or on the business canopies Mr. Abramitis felt that window signs should be banned in the village. Mr. Fernandez stated that pursuant to the current code signs should have the ability to identify the business at that location. The code currently prescribes billboard advertisements as prohibited and signage on vehicles parked in residential areas in the village, as well as, weekend sales and open houses signs. Mr. Berg stated that what it is allowed to do is to put one "open house" sign in front of the house. What it is prohibited is to place the signs an street comers and on right of ways. There is currently a prohibition against commercial vehicles stored in homes. This is taking place in residential zones, and commercial vehicles should be put inside the garages. PARKING Mr. Berg stated that he has noted driveway improvement in the village. What people are doing is oval shaping driveways on rights of way and putting in landscaping. A driveway may be up to 20 feet width of paving. They are allowed to pave 50% of the width of the right of way area. Mr. Berg inquired if it is 50% of the area or 50% of the width of the property. Mr. Crutchfield stated that circular configuration is not always the best solution. The material they use cannot exceed 50% of the area of the swale and 50% of the lineal frontage. In addition, the board may want to consider a prohibition on asphalt. Mr. Berg noted the (L) shaped parking. The drainage of road is not maintained if paving is allowed to extend a long way with no landscape island for drainage. He has noted people parking on the swale areas does not contribute to a good quality of life. Mr. Sastre stated that he supports uniformity, and he will not accept the 50% numbers explained above. • Mr. Fernandez stated that he is not in favor of banning asphalt for use in parking LANDSCAPING Mr. Fernandez stated that at this time the Village of Miami Shores follows the Miami - Dade County landscape code. ADJOURNEMNT There being no further regular business before the board, the meeting was adjourned at 7:55 PM.
