08-30-1995 Special MeetingMIAMI SHORES VILLAGE SPECIAL PLANNING & ZONING MEETING AUGUST 30, 1995 A special meeting of the Miami Shores Village Planning & Zoning Board was called to order on Wednesday, August 30, 1995 at 6:10 P.M. with the following members present: PRESENT: Cliff Walters Bob Blum Frank Hegedus Mark Ulmer ABSENT: Charles Smith ALSO PRESENT: William Fann Barbara Fugazzi Mr. Walters expressed his thanks to the members of the Board for attending with short notice. He stated that at the last meeting of the Planning & Zoning Board, it was the consensus of the Board to seek recommendations from Village staff members and individuals from an informal group looking into the Village Codes. Mr. Walters stated that the Board had been presented with a memo outlining some of the issues raised by the group. Mr. Fann indicated that as the group had not formally been appointed, the Board should disregard information contained in the memo. Mr. Walters stated that the memo was from a staff member, Mildred Ramos-Majoros to Michael Couzzo, and the information was valid. Mr. Walters synopsized the past meetings of the Planning & Zoning Board on the issue of amending Ordinance No. 270. He stated that he does not believe the Board is getting where they need to go regarding the issue. He indicated that he would feel more comfortable getting an indication from the Council as to their desires. Mr. Hegedus stated that he has re -visited the other Blockbuster store which he had previously expressed his concerns in relation to excessive loitering. Mr. Hegedus indicated that his concerns have been allayed. • Mr. Ulmer spoke about the circumstances that face the Board without knowing the wishes of the Council. Mr. Blum stated that the Board has spent a great deal of time trying to iron out details to protect the Village in relation to the request to amend Ordinance No. 270. He expressed his view that it was wise to get Council comments at this point in time. • • August 30, 1995 Planning & Zoning Board Page Two Mr. Walters passed the gavel to Mr. Ulmer and moved that the Planning & Zoning Board forward the request to amend Ordinance No. 270 to the Village Council for their discussion, deliberation and possible action as to how to further proceed with the matter. Mr. Blum seconded the motion and the vote was unanimous in favor. Resident, Craig Coller, spoke about the informal group reviewing the Code of Ordinances. Village Manager, Michael R. Couw7o, Jr., stated that it would be appropriate for the Village Council to formally appoint individuals to a Committee to review the Codes. Resident and Past Mayor, Spero Canton, expressed his opinion that the Chairman's motion was perhaps too broad. Mr. Walters verified that the item could be placed on the September 5, 1995 Village Council agenda. Mrs. Fugazzi stated that she would place the item on the Agenda.
