01-27-1994 Regular MeetingMIAMI SHORES VILLAGE PLANNING & ZONING BOARD REGULAR MEETING JANUARY 27, 1994 The regular meeting of the Miami Shores Planning & Zoning Board was held on January 27, 1994. The meeting was called to order at 7:30 P.M. by Chairman Walters with the following members present: Absent: Les Forney Also Present: Mr. Frank LuBien, Director of Building & Zoning 1. Minutes - January 13, 1994 Mr. Blum moved to approve the Minutes of the January 13, 1994 with the following additions: Item 2, paragraph 2 is to read: After a discussion, Mr. Smith moved to approve the 5' fence with the suggestion to include as a part of their ongoing Illumination study (which was required by earlier action of this board), the consideration of the installation of parking lot lighting within these pro- posed fence piers. Mr. Blum seconded the motion and it pass- ed unanimously. Item 6, paragraph 1 is to read: Mr. Smith began the dis- cussion by suggesting that The Planning and Zoning Board adopt the current edition of The Secretary of the Interior's Guidelines for Historic PReservatlon as its policy in the selection of appropriate roofing materials for: Structures built in Miami Shores prior to the adoption of Ordinance 52. Robert Blum Charles Smith Larry McClure Cliff Watters Any existing structure whose owner applies for a variance to use a non -masonry roofing material. After much discussion, Acting -chairman McClure requested that Mr. Smith prepare a summary that deals only with roofing materials. Item 6 A, paragraph 1 the word "wood" is to be placed before the word shingles. The following to be inserted as paragraphs 2, 3 and 4: Mr. Smith stated that Mr. LuBien was not correct in his narrow Interpretation of the term "wood shingle"; that "Cedar Shake", which Is a type of wood shingle, did In fact have Dade County Product Approval; that "Cedar Shake" was the original material specified in the plans for the structure and that the intent of the motion was to require the use of the original material. Planning & Zoning meeting - 2 - January 27, 1993 Mr. Blum, author of the motion, concurred. Mr. Smith advised the Board and the applicant that Mr. Dave Packard of the South Florida Roofing and Sheet Metal Assoc. had provided a list of local licensed roofers qualified to install a cedar shake roof in Dade County. Mr. McClure seconded the motion and It passed unanimously. 2. Introduction and explanation of 103rd Street Beautification Project in conjunction with the Village Beautification Committee. Mr. Tom Benton, Assistant Village Manager and Public Works Director began the discussion with the explanation of the work that Is proposed for the area on 103rd Street from NW 2 Avenue to Miami Court. Mr. Benton stated that the proposed plan will include palm trees, hedges, sod and underground irrigation. Entrance signs will also be placed on the north and south corners of 103rd Street and NW 2 Avenue. The project will be maintained by the Public Works Department and will take approximately 4 - 6 or possibly sooner to get a special permit to begin the work. Ms. Donna Baxter, Ms. Elizabeth Hernandez and Mr. Lance Harkey of the Village Beautification Committee were also in present. Public Comments Ms. Dorothy Stevens 4 Ave and 103 Street Ms. Stevens stated her concers regarding the lack of parking space. Mr. Nicholas Lee 157 NW 103 Street Mr. Lee expressed his approval of the proposed plan. 3. Request for approval of variance to required side and rear setbacks Mr. & Mrs. Tom Lehman 1293 NE 95 Street Both Mr. & Mrs. Lehman addressed the Board. They explained that the contractor who began their Job abandoned the project. The new contractor called for inspection of the pool deck and the .basketball slab and was advised by Mr. LuBien that they did not have the required setbacks. After a much discussion, Mr. Smith moved to deny the request for variance. Mr. Blum seconded the motion and it passed unanimously. Planning & Zoning meeting - 3 - January 27, 1994 3 A. Application to install vinyl siding 94 NW 96 Street Mr. LuBien requested an opinion from the Board as to the feasibility of installing vinyl siding to the front wall of the residence. Reference was made to the provisions of the Code and discussion followed. • Mr. McClure moved to stipulate that the Board feels that vinyl and aluminum siding are not appropriate materials for the exterior of the home In accordance with the provisions of the Code.
