12-09-1993 Regular MeetingMIAMI SHORES VILLAGE PLANNING & ZONING BOARD REGULAR MEETING DECEMBER 9, 1993 The regular meeting of the Miami Shores Planning & Zoning Board was held on December 9, 1993. The meeting was called to order at 7:38 P.M. by Chairman Cliff Walters with the following members present: Cliff Waiters Robert Blum Les Forney • Absent: Mr. Charles Smith Also Present: Mr. Frank LuBlen, Director of Building & Zoning 1. Minutes - November 10, 1993 • Mr. Forney moved to approve the Minutes as submitted. Mr. Blum seconded the motion and it passed unanimously. 2. Request for Approval of Signs Dr. Lawrence Stanfill 9204 NE 6 Avenue Mr. LuBlen stated that this Item was before the Board because Dr. Stanfill's office Is located in a ROA zone and needs approval by the Board. After a discussion, Mr. Forney moved to approve the request. Mr. Blum seconded the motion and it passed unanimously. 3. Request for approval of Plans for Flat Roof Addition David Mount 515 NE 93 Street Mr. Gilbert Fein, Architect, represented Mr. Mount and ex- plained the specifics of the request for a flat roof addition. He stated that there Is an existing 3 wall section of the home that Mr. Mount wants to complete In order to give the family an additional bedroom. The existing residence has a large existing flat roof addition and the new addition would be In harmony with the structure. After a discussion, Mr. Forney moved to approve the request. Mr. Blum seconded the motion and it passed unanimously. 4. Request for Approval of Utility Shed Ron Peters 9918 North Miami Avenue Mr. LuBlen stated that Mr. Peters had contracted to a con- tractor and has already constructed the shed but did not obtain a permit. Mr. LuBlen also stated that the shed was constructed with a wood frame, shingle roof and vinyl skin, all of which are not permitted by code, also, the shed was a Planning & Zoning meeting - 2 - December 9, 1993 partial prefabricated utility shed. After much discussion, Mr. Blum moved to approve the request but with the stipulations that the roof and siding be removed and replaced with metal. Chairman Walters turned the gavel over to Mr. Forney and seconded the motion for discussion. Mr. LuBien reiterated that wood framed structures are not per- mitted by code. Mr. Forney returned the gavel back to Chairman Walters. Public Comments Mr. Buechele 99 NE 103 Street Mr. Buechele stated the differences between steel, metal and wood and suggested to get an engineers advice. Chairman Walters called for a vote on the motion and the voting was as follows: Mr. Blum YES; Mr. Forney and Chairman Walters NO. The motion failed. 5. Request for Approval of Prefabricated Utility Shed Carl Bannister 9153 NW 1 Avenue Mr. LuBien began the discussion stating that Mr. Bannister's shed was a totally prefabricated utility shed that was State approved but, also, had a wood frame. Mr. Bannister stated that the code was not clear as to Just what kind of material could be used. Mr. LuBien clarified that wood frame construction was not permitted. After much discussion, Mr. Forney moved to deny the request. Mr. Blum seconded the motion and It passed unanimously. 6A. Request for Approval of Color for Painting Roof Tile Cory Gittner 551 NE 102 Street After a discussion, Mr. Forney moved to approve the request. Mr. Blum seconded the motion and It passed unanimously. • • Planning & Zoning meeting - 3 - December 9, 1993 6. Discussion: Stipulation of Permitted Roofing Materials and Roofing Variance Procedures The consensus of the Board was to table this Item until the Board was at full attendance.
