PLANNING & ZONING BOARD REGULAR MEETING
February 27, 1992
A regular. meeting of the. Miami Shores Village Planning & Zoning Board
was held on February 27, 1992, The meeting was called to order at 7:40 PM
by Chairman, Mr. Fernandez, with the following members present:

1. MINUTES r FEBRUARY 13, 1992
There was clarification and correction to the minutes of February 13, 1992
on page 2, last paragraph, defined on line 2 was changed to - a suggested
definition.
The minutes of the meeting of February 13, 1992 were approved, as amended,
by a motion made by Mr, Forney, seconded by Mr. McClure and passed unanimously,
2. REQUEST FOR APPROVAL OF PLANS FOR FIBER OPTIC CABLE OVER BISCAYNE CANAL
SOUTHERN BELL, BISCAYNE CANAL AT NE 12th AVENUE
Mr. LuBien introduced the facts, stating, this item was tahled at the
last meeting because no representative from Southern. Bell was present, It is
a request for a cable over the canal. Two 60' poles with guide wires, one on
each side of the canal. We've had nothing like this before.
Miguel Suarez, Manager -Engineer representing Southern Bell stated this
work is contemplated because the Department of Transportation plans to widen
the bridge. Eventually the canal will be dredged. Mr. Suarez stated in reply
to query, the fiber optic cable cannot be used for TV. The reason the poles
are so high, is to allow sailboats use of the waterway. Further he stated,
Southern Bell is seeking easement from property owners east of the bridge.
Cost is the reason given for not running the cable underwater, and this has
never been a criteria for granting permission, he was told. It can be con-
sidered a permanent. structure.
It was stated the request is premature since permission has not been
received for easement from property owners.
There were complaints from adjoining, affected property owners,
Mr. & Mrs. Kaminski, 1285 N. E. 104th St, indicate the cable could be placed
under water, there has not been sufficient planning by Southern Bell, It
can be a dangerous situation and this request for 60" poles could lower
property values and defeat their purpose for moving into Miami Shores,
Mr. Lee Paten, 10400 N. E. 12th Ave, indicated he is owner of the sail-
boat. He was approached by Southern Bell and was told the request is for a
70' pole and guide wires.; Mr. Paten wants no pole of guide wires in his yard.
Following continued discussion, Mr. Walters moved to deny the request,
seconded by Mr. Laubenthal, and carried unanimously

3. AFFIRMATION OF ACTION AT JANUARY 22, WORKSHOP MEETING
Mr. Fernandez noted the issues.discussed and the actions taken at the
meeting of January 22;need to be affirmed.
Mr, Forney moved to affirm action taken at the meeting of
January 22, 1992, seconded by Mr. McClure, and passed unanimously,
4. DISCUSSION - LANDSCAPE ORDINANCE
Mr. Forney stated the purpose of the Landscape Ordinance is twofold.
1. It is necessary to set standards of landscaping for Miami Shores Village,
2. To codify the Landscape items all in one place.
Extensive discussion ensued concerning the storage of boats in:the side
yard and material to be used for pad for boat storage.
Attention was called to page 2, 2. B. under Design Standards. This
section will read as follows: B. Open spaces shall not be permitted to be
covered with other than grass or sod or ground cover, except as specified
herein. Covering of non vehicular use areas with impervious material shall
be prohibited except for patios, tennis courts or pool decks. Chatahoochie
stone or similar material shall not be substituded for grass or sod or ground
cover. A boat storage area consisting of 250 sq ft:of %" or
larger gravel rock shall be permitted. Use of mulch as ground cover to enhance
the growth of an adjacent shrub or tree is permitted in open spaces.
Also altered page 4, G. will read: Dead or damaged trees shall be::re-
moved, diseased trees treated, The remainder of G. will be scratched.
A break was taken, The meeting reconvened at 8:55 P.M.
Discussed at length was the word::paving.
Section 406 of NiamO hores Village Code dealing with reduction .of plot
area was mentioned, It was determined this section will be discussed further
at another time.
5. DISCUSSION - METAL STRUCTURES
Mr. Fernandez had not had the opportunity to work on this area.
6. DISCUSSION - ROOFING TILES
Colored tiles was discussed at length. Members concurred neer & replacement

Comment was made about ceramic.c10 tile,
Mr. Fernandez instructed Mr. LuBien obtain a speaker on Roof Coating.
7. DISCUSSION - CONCERNING PERMITTING PROCEDURE
Mr. Fernandez brought .up the subject of permit fees. He feels $37.50
mi.nimun to pay for a permit for a job $100,00 in value exorbitant, especially
when there is no inspection or check for%the job required,
I{r. Forney noted this is not the.time to take action to reduce Miami
Shores Village revenue. He feels pei ee schedule is not the Board_'s business,
All Members concurred they did not want to tamper with permit fee schedule.

8. It was determined there is no need for additional meetings as pre-
viously discussed.
9. The Public Hearing date is still on for April 9, 1992 at the
C, Lawton McCall Community Center.
10. The meeting adjourned at 10:00 PQM,
