PLANNING & ZONING BOARD MEETING
February 11, 1988
The regular meeting of the Miami Shores Village Planning & Zoning Board was
held on February 11, 1988, at the Miami Shores Village Hall, Mr. Rossi, Chairman
called the meeting to order at 7:30 P.M., with the following members present:
Robert J. Rossi, Chairman
Terrell F. Chambers, Jr.
Richard M, Fernandez
Thomas Laubenthal
Larry T. McClure
Also present: Frank LuBien, Director of Building & Zoning

Mr, Fernandez made a motion to approve the minutes, as written, seconded by
Mr. Laubenthal., and passed unanimously.
2. REQUEST FOR APPROVAL OF PLANS FOR GARAGE ENCLOSURE

Mr. LuBien indicated to Members,,the copy in their packet was only a
section from the complete plans which was submitted for Members to review
at this meeting.
Mr. Carter answered questions regarding the meter, laundry room, plumbing,
and the small window in the existing bath,
Mr. Chambers moved to approve the request as submitted, seconded by
Mr. Laubenthal, and passed unanimously.
3, -REQUEST FOR APPROVAL OF ROOF PAINT

Mr. LuBien explained, he put this item on the agenda, because in the
Ordinance on roofing tile it stipulates that color tile should be color
impregnated, The tile .is red and the Ws.gnerst' want .to:h, ve:It painted
white.
Mr. & Mrs, Wagner were present,
George Marezewski, the contractor explained the process. He said it is a
Dade County approved product, and used in many other municipalities. A
resin cement is applied, when this dries,a three coat system follows. It
is cooler and the warranty is longer. He showed photographs of -many projects
completed by his company.
Members concurred it seems to be a sound process.
Mr, Fernandez moved to. approve the request, seconded by Mr, McClure, and
passed unanimously,
Brief discussion followed concerning treatment of gravel roof,

4, PUBLIC HEARING,..
AMENDMENT TO CHANGE THE DEFINITION OF THE WORD "FAMILY"
No residents attended the meeting,
Much discussion ensued, concerning rewording the Ordinance. It was
finally agreed that paragraph (b) will remain.
Mr. Fernandez moved to reword Sec 216, paragraph (a) of the Miami Shores
Village Ordinance No. 270 to read as follows:
A husband and wife and their children, parents, legal guardians and wards;

The motion was seconded by Mr. Laubenthal, and after brief discussion passed
unanimously.
Mr, Rossi suggested this item should now go back to Council,
6. Mr, LuBien explained that he has a request for a Video store at N. E. 2 Ave.
and 97th St,, and wanted an opinion from the Board as to whether this
should be approved as a - ge- iir use. It was agreed that the request
should come to the Planning & Zoning Board,
7. Mr. LuBien apologized for not having made this an agenda item. It isn't
an item that we regulate, The Miami Shores Village limits stop at the
water line. The request is for a 40' dock on Biscayne Bay, but does not
protrude on any coastal water. Other agencies generally approve such
requests only after Miami Shores has reviewed it.
Following discussion, Mr. Chambers moved to approve the dock, subject to
approval by applicable authorities, seconded by Mr. McClure, and passed
unanimously.
8, THEATRE BOND -ISSUE
This issue was introduced by Mr, Rossi, who advised Members to be aware of
meeting and discussions on this issue. It will be coming_up for a vote on
the Bond referendum.
Mr. McClure indicated that should the Village citizens vote in favor of,
he will go along with their wishes.
Some discussion continued.
9, SATTELITE DISH ANTENNA
It was reported by 'Mr. LuBien that we are waiting to receive a copy of the
Ordinance from North Miami, and Coral Gables. Neither Miami Beach nor
North Miami Beach have anything regulating dish antennas. Also we have on
order a book from the American Planning Association= -Regulating Sattelite
Dish Antenna, As soon as he has all this material assembled, he will send
material to Members for perusal and perhaps place it on the agenda again
for disucssion.

It was announced that Mr. LuBien has been elected by his peers as the new
President of the Building Officials Association of Florida.
There being no further business to come before the Board, the meeting adjourned
at 8:50 P.M.,
