PLANNING & ZONING BOARD MEETING
September 9, 1987
The Miami Shores Village Planning & Zoning Board Meeting was held on
September 9, 1987, at the Miami Shores Village Community Center. The meeting
was called to order by Chairman Stobs, at 7:45 P,M,, with the following members
present: J. Robert Stobs, II, Chairman
Patrick Duffy
Larry T. McClure
Robert J, Rossi
Absent: Thomas Laubenthal
Also present: Frank LuBien, Director of Building & Zoning
1. MINUTES August 27, 1987
The minutes of the meeting of August 27, 1987 were approved, as written,
by a motion made by Mr. Duffy, seconded by Mr. McClure, and passed by
unanimous vote.
2. REQUEST FOR APPROVAL OF PLANS FOR CARPORT ENCLOSURE
BRUCE DETWILER
229 N. E. 101st ST.
Mr. LuBien noted that Members received in their packets, site plan,
drawing of enclosure.to create a den, and elevations, as presented by
Mr. Detwiler. The garage and the carport are on the side of the house,
and do not face the front. The garage remains as is, only the carport
will be enclosed as accessible from the Florida Room.
Mr. Detwiler was present. There were no questions from the Board.
Mr. Rossi moved to accept the plans as submitted, seconded by Mr. Duffy,
and passed unanimously.

Upon commenting how smoothly this went, MrAwas advised, it's because all
his papers were in order.

MIAMI SHORES COMMUNITY CHURCH
9823 N. E. 4th AVE.
No representative from the Thomas Awning Co. was present.
Mr. LuBien advised the Board that this is a request for two awnings, both
well within the property line. Further, he stated he has no problem with
the request except that we have no provision for this type of structure.
It is in the rear of the building only, and is brought before the Board
for reasons of harmony,
Brief discussion followed concerning upkeep. Members were advised that
the Miami Shores Baptist Church and the Miami Shores Presbyterian Church
have similar coverings, and there have been no problems there.
Following further discussion concerning measurements, Mr. Duffy moved to
approve the request, seconded by Mr, Rossi, and passed unanimously.

4. LANDSCAPE ORDINANCE
This Landscape Ordinance was not discussed, in the absence of
Mr. Laubenthal, who was writing the plan,
5. COLOR ORDINANCE
Mr, .McClure in addressing the Color Ordinance stated that, in light of the
discussion and disposition of a case at the last meeting$ it is apparent
that the Ordinance needs to be c1nrified, made more specific, A more
emphatic statement is definitely needed,
Mr, Rossi agreed with Mr, McClure, and further mentioned the hardship for
an owner who himself is not happy with the color after painting his home.
It is necessary to have something, a professional color chart, color
wheel, a range of color to select from, The selection should not be so
complicated, If a color selected falls within the color intensity wheel,
it may be approved for permit by the Building Director, otherwise it will
be presented to the Board for approval.
Mr. LuBien is not in favor of tampering with the Ordinance, as is, The
request of the last meeting was a house already painted, called to his
attention by neighbors, There needs to be some control over policy. The
Code does not dictate color -on purpose,
Mr. Stobs also agreed that we are looking for paint guidelines, Maybe a
a Paint Manufacturer could supply a color chip board or wheel.
Mr. Duffy feels the method of application should also be addressed, A
suitable color could be applied in an uncomplimentary fashion.
Following further discussion, Mr, Rossi volunteered to do some investigat-
ing,
nvestigating and fine a color wheel.
Mr, Stobs requested this item be placed on the agenda of the next meeting,
3. COMPREHENSIVE PLAN — SWARTHOUT INC.
David B. VanHorn, AICP
Mr. VanHorn advised Members that work continues to progress at a scheduled
pace on the Miami Shores Comprehensive Plan. A copy of the draft Waste-
water, Solid Waste, Portable Water, Drainage, and Aquifer Recharge Element
has been sent to Dade County Planning Department, Most of the Plan
Elements have been revised and draft submitted to the Department of Community
Affairs for informal review. Draft elements are reviewed by people of
different departments, and he has requested comments as soon as possible.
In response to query from Mr, Stobs, he noted Miami Shores Village is not
too early, we are not to be judged as an example. We are not graded.
Also he stated he is very comfortable with the draft as submitted. Next
year, January 29, 1988 is the deliverable date for Data and Analysis back
up, Initial Draft will be sent to DCA, That is except Land Use and Housing.
In response to query from Members, Mr, VanHorn stated, it looks like a great

deal of information, but it must be written in to fill minimum requirements,
If you want something removed, it can be done, but you must be cautious.
The transportation element will be forthcoming.
Mr. LuBien indicated he had distributed copies to Council and Department
Heads, Mr. VanHorn felt that comments should come from them also,
HOUSING ELEMENT - DCA is requiring this must be addressed. General
language may be used. The completed tables were not available and
Mr. VanHorn will send them to Mr, LuBien,
Much discussion continued concerning low cost housing, group homes, and
foster care facilities, and[broad guidelines to be addressed, Mobil homes
and number of single family lots left undeveloped. Also Mr. VanHorn
stated the 1980 Census data is used for comparison data, Average house-
hold income in Miami Shores was discussed,
POPULATION BACKGROUND -DA -TA
Preliminary Tables were given to each Member for review. In these tables
Miami Shores is compared with Dade County and Florida, using the years
1960, 1970, 1980, and 1985, These tables indicate changes in Resident
population, Households, Census Data, Amount and Rate of Growth, Mathamatical
Extrapolation, Seasonal Population, Population Projections, In discussing
the Population tables, school boundarychanges were noted to effect
residential increase.
LAND USE
Mr. VanHorn advised, Land use is not Zoning, though it may go hand in hand.
Members reviewed a Land Use Map prepared by Mr. Swarthout. The Board
discussed various areas, and observed two commercial areas - one general,
the other restricted, Members also received a Land Use Element Draft of
Goals, Objectives and Policies. Under Heading "Goals", Mr, McClure
called attention to 4th paragraph, and felt the objective should be more
specific, "Policies" - much discussion occured concerning page 3, the
paragraph dealing with housing code enforcement program, Members all
agreed this is a great idea, but anxious to determine means of implementation.
Mr, Stobs concurred with Mr. VanHorn that Members should take a very care-
ful look at this Land Use Element, give it thought and respond,
In order that Mr. Swarthout might attend the next meeting, the day was
• tentatively changed to Wednesday, September 23, 1987,
BARRY UNIVERSITY Mr, LuBien again requested Members to take a look at
the berm on Miami Ave. and 111th ST., The trees are not planted according
to plan, and he wants in -put from the Board,
