PLANNING & ZONING BOARD MEETING WORKSHOP
FEBRUARY 19, 1087
This Planning & Zoning Board Workshop was held on February 19, 1987
at Miami Shores Village Hall. Chairman Stobs called the Workshop to order
at 7:30 P.M„ for the purpose of reviewing long term Master Plan and more
immediate plans for Residence Hall and Classroom addition at Barry University.
The following members were present:

Also present: Frank LuBien, Director of Building & Zoning
Representing Barry University: Tim Czerniec,
Edward P. Swan, Esq., Jose Rodriguez, Architect and
James Killmeyer.
Mr, Stobs requested that Jose Rodriguez present his request in sequence.
Mr. Rodriguez then outlined the specifics of plans for West residence
hall, as Phase 1. There will be 98 additional bed spaces which includes
two apartments, one on each floor. Sixty four new parking spaces for
residents are planned, Set backs will be 48' on the South, 45' on the
West. Compressors on the South side and North will be screened by a wall,
as shown on the elevation plan.
Members reviewed plans, delivered to each a week ago, for study.
It was suggested that landscapping listed as full grown be changed to
field grown with indication as to spread of trees, and height of berme
shown at corner, Also that mahogany trees continue screening on Miami Ave.
side. Mr. Czerniec noted that he had a meeting with Tom Benton, Public
Works Director to coordinate final planting in swell area with Miami Shores
Master Plan, In reply to query concerning the irrigation system,
Mr. Czerniec noted that an extensive irrigation system is in place.
On the subject of landscapping and lighting, Mr. Stobs inquired, what can
be done at East Hall facing 111th Street on the southeast corner of the
School. He further noted this is the biggest eyesore facing the School
at this time, and that there have been complaints from residents. Con-
siderable discussion continued concerning this issue, The need for a
well lit area for the 300 students, and the need to create less impact
on residents. Mr, Czerniec indicated the problem will be studied further
and hopefully a solution found, A variance may be required.
In reply to query regarding color, Mr, Czerniec indicated there will be
no intensive color or canvas as used on Andreas. The same Barry color
scheme will be used on all buildings throughout Campus.
Regarding parking, Mr. Czerniec noted the Administration recognizes this
as a very real problem, the result of significant growth in so short a
time, The solution of the School is to make Barry University a walking
Campus, this is the reason for placing parking area on the west side of
Miami Ave, Mr, Czerniec concurred with Mr. Stob's request to include the
parking area just south of the tennis courts, in the Phase 1 plan.

Mr. Czerniec indicated the tentative schedule, depending on how far
available funds go, are Resident Halls - #1, Classroom expansion
(additions to Wiegand Building) - #2, Commons Building - #3, and #4
the Atheletic Complex.
The Pavilion, located in the Athletic Complex, will be a multi purpose
building, projected in the future. It will be a hugh main structure
with wings extending out, which will possibly house exercise rooms,
classrooms, and area large enough for major functions at the School.
It is expected that funds for this building will come from a donor.
Mr. Rodriguez, on classroom expansion to Wiegand Building, stated these
will be general purpose all related to the Sciences, research, etc.
It will have the same roof line and slope of Wiegand with a covered
connecting corridor or walkway.
Mr. Rodriguez displayed Site Plan for future growth of the Sports
Complex. He indicated creation of a berme at the N. E. quandron. The
border for the complex has not been planned yet. Basketball and tennis
courts will be built and lead into future parking area. There will be
a gate for control purposes,
Mr. Stobs indicated Barry University growth, both immediate and long
term will have definite impact on Miami Shores. He is pleased that
the plans and presentation are excellent, also cooperation from the
School is good, He further requested that each area be addressed
separately as plans are made ready for the next phase of construction.
Each project will then go to Council, so that they will be kept apprised
of all progress.
Following approval by Planning & Zoning Board at their next meeting on
Thursday, February 26, the plans for Residence Hall & Classroom additions
will be reviewed by Council, Tuesday, March 3rd.
