PLANNING & ZONING BOARD MEETING
April 24, 1986
A regular meeting of the Miami Shores Village Planning & Zoning Board,
was held on April 24, 1986, at. the Miami Shores Village Hall. The meeting
was called to order by Chairman Stobs, at 7:30 P.M., with the following
Members present:
J. Robert Stobs, II, Chairman
Thomas Laubenthal
Larry T. McClure
Absent: Patrick Duffy
Robert J. Rossi
Also present: Frank J. LuBien, Director of Building & Zoning
1. MINUTES
The minutes of the meeting of April 10, 1986 were approved, as written,
by a motion made by Mr. Laubenthal, seconded by Mr. McClure and passed
unanimously.
2. REQUEST FOR APPROVAL OF PLANS FOR DETACHED SIGN
MIKE GORDON
8703 BISCAYNE BLVD.
Members reviewed a site plan of the new building and a sketch of the
detached sign.
Mr. Gordon & Chris Mann, representative for Bengis Associates, Inc., the
sign contractor, were present. Mr. Gordon indicated that there would
be no signs on the building. He noted the colors to be used on the
detached sign are a pale grey, emerald green, with blue background.
Mr. Gordon further noted that he is satisfied the sign will be attrac-
tive and substantial.
Following brief discussion, Mr. McClure moved to approve the plans for
the detached sign, as submitted, seconded by Mr. Laubenthal, and carried
unanimously.
3. LETTER FROM TROPICAL CHEVROLET
A letter Re: Zoning Regulations -Auto Dealership, was received from
Ronald A. Feldner, Vice President and General Manager of Tropical Chevrolet.
Mr. Feldner was present to clarify, discuss, and answer any questions con-
cerning his letter. He first outlined the uniqueness of, an auto dealership-
sells,service, body shop, and warehousing- and the inability of tying all
this together into a neat package under one roof, as in a grocery store or
other retail businesses. He mentioned the cloth covered structure for
which Tropical received a notice of violation. He explained this structure
is a "wash rack", without electric or plumbing other than a hose to clean
vehicles, which serves as an awning to shade employees from the sun.
It was explained to Mr. Feldner, cloth covered structures are not generally
maintained properly and the structure is not in the rear, but plainly visible
from the street. Masonry structures are more easily maintained, and re-
quired in our zoning ordinances.

Discussion continued, concerning the procedures and process of receiving
and preparing cars for storage and sale on the lot. Mr. Stobs requested
that a master plan be drawn up by the Dealership, so that the Board can
ascertain their legitimate needs and make arrangements for their future
development. He explained this would be just as beneficial to Tropical
as to Miami Shores Village.
Mr. Feldner then addressed his second point -promotional methods- noting
that the location is not high profile. Current zoning does not permit
the use of routine promotional methods such as: pennants, flags, search
lights, balloons, etc. Tropical needs a mechanism to advertise from
time to time, to attract the impulse buyer. A promotional method, which
done in good taste, will compliment the business and the community.
Members countered, they need and want businesses in Miami Shores. to do
well. The use of pennants and flags, from time to time, allowed on a
very limited basis -time wise, are not too objectionable. The use of
flood lights are out of the question because of disturbance to the resi-
dential area. Mr. Stobs suggested that a promotional limitation para-
graph maybe could be written into the zoning ordinances.
Mr. Feldner thanked Members for the opportunity to appear and address
his concerns. He stated that he will go to work on a site plan and
promotional ideas.
