02-20-1986 Joint Workshop Meeting• MIAMI SHORES VILLAGE DOWNTOWN REVITALIZATION BOARD PLANNING & ZONING BOARD WORKSHOP MEETING FEBRUARY 20, 1986 A joint workshop of the Miami Shores Village Planning & Zoning Board and the Downtown Revitalization Board was held on February 20, 1986, at the Community Center. The meeting was called to order at 7:45 p.m., by Franklin Grau, Chairman of the Downtown Board, with the following members present: Planning & Zoning Board... Downtown Revitalization Board... J. Robert Stobs, II Franklin E. Grau Thomas Laubenthal Fran Everett Larry T. McClure Barbara North -Burton Robert J. Rossi Nikki Baron Vince Schafmeister John Knezevich Absent: Mark. Ulmer, Downtown Board Patrick Duffy, Planning & Zoning Also present: Frank LuBien, Director Building & Zoning L. R. Forney, Jr., Village Manager Mr. Grau suggested the meeting begin by addressing the issues as requested by the Planning & Zoning Board. Mr. Stobs advised that, the Planning & Zoning Board held a work- shop on January 30, 1986, at which time permitted uses in B-1 and B-2 zone were reviewed, with the purpose of taking a hard look at every use and determine which are antiquated, should be eliminated or revised. A Public Hearing date will be announced in the near future, and in anticipation of that, he requested this workshop, so as to get in -put from the Downtown Revitalization Board and to discuss areas of concern. The ultimate purpose being, to rewrite the Articles for permited uses in the B-1 & B-2 zone. Mr. Stobs then outlined some of the changes suggested, namely: Under B-1, #6- keeping shoe repair & tailoring shops, #7- eliminating laundromats, #10- Private club halls- eliminated, #11- strike (b) theaters and (c) bus terminals. Mr. Stobs further noted that at their Workshop the Planning & Zoning Board went down the line and eliminated anything which serves no useful purpose to the residents of Miami Shores and N. E. 2nd Ave. In response to query, Mr. Stobs noted costume shop and interior decorator or design shop were eliminated because they come under Retail Store, which is permitted use. Much discussion followed concerning retail uses. • Downtown Revitalization Board Planning & Zoning Workshop -2- 2/20/86 Under B-2 zone - Restaurants was discussed. Restaurants as for sidewalk or patio service, also restaurant that serves liquor. State requirements for a restaurant serving liquor make this idea prohibitive on N. E. 2nd Ave.. Only beer and wine are permitted at this time. Mr. Forney advised the group that for a fine restaurant on N. E. 2nd Ave, the problems are several; the use of septic tanks only, approximately 200 seating is necessary to apply for serving of hard liquor and parking, the minimum size lot to qualify for these criteria would need to be approximately five acres. Other items mentioned, that need to be studied are; a look at septic tanks on N. E. 2nd Ave. Creative financing. A look at sign ordinance (signs at present can be illuminated, but not flashing and must be turned off at the time the business closes), and sidewalk cafe idea. Mr. Grau emphasized the positive and creative outlook in all areas. We must look to the kinds of things that can be accomplished in the future, and not necessarily what can't be done now, because of physical constraints. Other discussion centered around extending the downtown area from N. E. 93rd St. to 103rd St., and possibly naming a P zone (Professional), or creating other districts. The impact on traffic and parking situation for a 2-3 story building was discussed. This seemed a concern to all, and the possibility of a parking garage, or deck parking was mentioned. The parking problem was discussed at length, and the idea of strengtheningparking requirements also. Another issue discussed, was landscaping. There should be a more aesthetically pleasing - more compatible rear appearance, especially at alley ways and buffer areas. In summary issues discussed, which will need to be resolved are; parking, septic tanks, building height, spillover into R zone, sale of beer and wine, and outdoor eating establishments. Restrictions and/or exclusions in B-1 zone. Later discussion - Minimum set back in B-1 zone. Mr. Stobs indicated the Planning & Zoning Board will hold another workshop and return in about 1% months for another joint meeting with the Downtown Revitalization Board.
