PLANNING AND ZONING BOARD WORKSHOP
JANUARY 30, 1986
Mr. Robert J. Rossi called to order the meeting of the Miami Shores
Village Planning and Zoning Board Workshop that was requested by the Village
Council. The purpose of the workshop was to review the permitted uses in B-1
and B-2 Zones. The meeting was called to order at 7:15pm and the following
members were present:

Also present: Mr. Frank J. LuBien, Director of Building & Zoning
Mr. Randy Nutter, Deputy Village Clerk
The Board thought it best to analy se each usage of the B-1 and B-2 ordinance.
Their alterations to the ordinances are as follows:
B-1 Ordinance
1. All uses, other than dwellings, that are permitted in R Districts.(No change)
2. Retail stores in completely enclosed buildings, but not including handling of
live poultry or other animals. (No change)
3. Bakeries producing goods for retail sale on the premises and not employing
more than 5 persons. (The Board chose to eliminate the word "only" and
consider the number "5" for persons employed.)
4. Personal service establishments (barberships, beauty parlors and similar
establishments). (No change)
5. Banks, offices and studios. (Suggested alternative to the word "studios").
6. Shoe repairing, and tailoring shops. (the words "hat cleaning, clothes pressing,
interior decorating, costuming" were suggested to be eliminated from the
ordinance by a consensus of the Board).
7. (Suggested elimination of the entire section and replace with B-2 #4 a -e
ordinance as follows:
(a) Establishments supplying dry cleaning and laundering and similar kinds of
cleaning of wearing apparel.
(b) All cleaning solutions and detergents used in such establishments shall be
ordorless and methods of using the same as well as the containers in which
they are kept shall be approved by the board of fire underwriters and no noxious
fumes or vapors shall be permitted.
(c) All such businesses shall be so operated so as not to constitute any public
or private nuisance.

(d) Every business so conducted shall not employ more than five employees
which shall include within its scope the owners and operators of said
business and shall not occupy floor space of more than 1,500 sq.ft. in
any one approved location.
(e) Duly authorized officials of this village shall have the right at all
resonable times to inspect the premises of businesses permitted here-
under.
8. Restaurants in which all service is at tables or counters entirely within a
building, but not including any establishment, however designated, in which
alcoholic beverages are sold for consumption on the premises.(no change)
9. Printing shops producing not more than 70 decibels of noise at any boundary
of the plot occupied by the same. (discussion of just what 70 decibels is)
10. Private club halls. (discussion to eliminate the section)
11. The following uses on approval by the Village Council in each case as
provided in Article VI.
(a) Gasoline stations with no pumps or base thereof located less than 25
feet from any street line, or closer than 500 feet from an existing
gasoline station. (discussion that "gasoline station" pharse needs
further definition).
(b) Theaters, but not including "drive in" or open air theaters.
(Eliminate and discussion as to prohibit)
(c) Bus terminals. (discussion to eliminate)
(d) Pet shops, subject to all requirements that may be imposed by the
county health department. (no change)
12. Incidental signs as permitted in Article V. (discussion to eliminate)
B-2 Ordinance
1. All uses permitted in B-1 districts subject to all limitations therein, except
as follows:
(a) Restaurants in which service is provided primarily at tables or counters
entirely within a building may also provide service to occupants of motor
vehicles standing entirely within the boundaries of the plot on which such
restaurant is located and in places designated therefor on the site plan
approved for such use, as provided in Article VI. (no change)
(b) No limitation as to intensity of noise in decibels need be applied to any
printing shop not employing more than 5 persons on the premises.(discussion
to eliminate entirely).
2. Hotels, subject to the regulations applying to hotels in A-2 districts.(no change)
3. Establishments for general motor vehicle repair (which may including isedy work,
welding and painting) but only in connection with sales and show rooms for new
automobiles and on the same plot therewith. (proposed further discussion at a
later date),

A discussion to consider the habitable area for a mixed use basis was agreed
upon for further discussion at a later date.
