MIAMI SHORES VILLAGE
PLANNING & ZONING BOARD MEETING
SEPTEMBER 13, 1984
A regular meeting of the Miami Shores Planning & Zoning Board
was held on September 13, 1984, 7:30 p.m., at the Miami Shores Village Hall,
with the following members present:
J. Robert Stobs II, Chairman
Patrick L. Duffy
Thomas Laubenthal
Robert J. Rossi
J. Leslie Wiesen
Also present: Frank J. LuBien, Director of Building & Zoning
1. MINUTES
Mr. Laubenthal moved to.approve the minutes of the meeting of
August 23, 1984 as written, seconded by Mr. Wiesen, and carried
unanimously.
2. REQUEST FOR APPROVAL FOR PLANS FOR CARPORT ENCLOSURE

Members reviewed Site Plan and the construction plans for this
carport enclosure. Mr. LuBien called member's attention to the
driveway approach which will serve the need for off street parking.
Following brief discuss ion, Mr. Wiesen moved to approve the plans
as submitted, seconded by Mr. Duffy, and carried unanimously.
No Council action is required.
3. REQUEST FOR APPROVAL OF PLANS FOR GARAGE ENCLOSURE

Mr. Stobs relinquishedthe chair to Mr. Rossi and left the room.
The Board members reviewed the Plot Plan showing the elevation, and
the modifications for enclosure. Mr. LuBien noted that the pavement
in the front will$ cut back two ft. for planting.

Mr. Wiesen moved to approve the plans for the enclosure as submitted,
seconded. by Mr. Duffy.,
Mr. Rossi suggested removal of the arch frame around the existing
garage door, so as to avoid the appearance of a closed garage.
Mr. Croft assured Mr. Rossi that he will mention this to his
Architect, as. he too is anxious to maintain a uniform appearance.
There beinguno further questions, the motion carried by a unanimous vote.
Mr. Stobs returned to the room and resumed the Chairmanship.

4. REQUEST FOR APPROVAL OF TOW AWAY SIGNS
ARCHDIOCESE OF MIAMI
9900 & 9990 N. E. 2nd AVE.
Mr. LuBien recapped for members the information discussed at
previous meetings, March.22., 1984, April 11, 1984 and April 26, 1984.
He also read from the Zoning Code regarding sign ordinances, signs
in parking lots, and detached signs.
Ms. Carman Portela, Attorney from the firm of Wood, Lucksinger &
Epstein, representing the Archdiocese, made an appeal for the Tow -
Away Signs.
Letters were presented from the Archdiocese and the above mentioned
Law Firm outlining several parking violations.
Members of the Board offered several alternatives to solve the
problem. Much discussion followed.
Mr. Laubenthal moved that the Archdiocese try the Private Parking
signs as agreed upon at the April 26, 1984 meeting, seconded by
Mr. Wiesen.
Much discussion continued.
Mr. Pyle, in reply to Mr. Rossi's query, stated that the basis of
the problem seems to be the Miami Shores Police Department and the
Dade. County Fire Department. (Metro).
Mr. Laubenthal withdrew his motion. The Board agreed that a letter
will be drafted and sent to. Council, the Mayor, and Village Manager,
with a strong recommendation, that no. Village Employee use this area
for parking. Members agreed to try to aleviate the problem if our
own vehicles are involved.
Ms. Portela withdrew the request for the Archdiocese, stating that
they will try the PRIVATE PARKING signs; also that she will draft a
letter to the Village. Manager and Council.
5. AMENDMENT TO SECTION. 518.(b)
Mr. LuBien presented copies of the wording_ drafted by Mr. Fann, the
Village Attorney, r:egarding.this amendment.
Mr. Stobs noted that this wordingis more. in line with the intent of
the Planning & Zoning Board -regarding fence attachments.
Mr. LuBien stated that this needs to.be discussed at a. Public Hearing.
The Hearing tentatively scheduled.for the second meeting in Oct,
(Oct. 25), or the first meeting in November (Nov. 8).
6. JOINT MEETING NOTICE
Members received notice of a.joint workshop with the Council, and
PLANNING & ZONING BOARD.

the Downtown Revitalization Board and Planning & Zoning Board.
This workshop is scheduled to be held on October 9, 1984, 7:30 p.m.,
at the Miami Shores Village Community Center.
Members also received a document of recommendations from the
Downtown Revitalization Board which will bereviewed at this. time.
Mr. Stobs instructed members to please read.the recommendations
objectively, keeping in mind the Zoning Code and the praciticalities
of application of the Code to the recommendations.
Mr. Stobs requested further comments anddiscussion be scheduled at
the next scheduled Planning & Zoning Board meeting following this
joint workshop.
The meeting adjourned at 8:45 p.m..
