10-27-1983 Regular MeetingMIAMI SHORES VILLAGE PLANNING & ZONING BOARD MEETING OCTOBER 27, 1983 A regular meeting of.the Miami Shores Planning and Zoning Board was held on October 27, 1983, 7:30 p.m., at the Miami Shores Village Hall, with the following Board members present: J. Robert Stobs, Chairman Robert J. Rossi Thomas J. Laubenthal J. Leslie Wiesen Patrick L. Duffy Absent:None Also Present:Frank LuBien, Building Director 1) MINUTES: Correction was requested in the spelling of Mr. Wiesen's name in the minutes of October 13, 1983, Item 2, paragraph 3, last line. Minutes were then approved, as corrected, by motion by Mr. Laubenthal, seconded by Mr. Wiesen, and carried unanimously. 2) REQUEST FOR APPROVAL OF PLANS FOR ALTERATION R. TERRY CUSON, 1183 N.E. 91 STREET This request was for a permit to enclose garage with access drive to the required parking area in the side setback. The structure is non -conforming due to an 8' side setback. Mr. & Mrs. Cuson were unable to attend this meeting and respectfully requested deferral of this request. Mr. Wiesen moved the Board table this case until our next meeting, seconded by Mr. Laubenthal and carried unanimously. 3) REQUEST FOR APPROVAL OF FENCE INSTALLATION ARNALDO KLUCZKOWSKI, 9800 N.E. 13 AVENUE This request is for a 5' wood fence, which technically, Mr. LuBien stated, is not a violation of our ordinance as it is to be installed in the side and rear yard, where a 5' fence is permitted. The Building Director brought this before the Board from the standpoint of harmony (sec. 523). The plans show the rear plot line abuts the side plot line of the adjacent residence and the side yard of the Kluczkowski home abuts the front yard of the neighbor. • - 2 - 10/27/83 Mr. & Mrs. Arnaldo Kluczkowski submitted photographs of a shadowbox fence, which is the type they intend to install. They advised the Board that soft palms will be planted on the street side and also their front yard side. Following discussion, Mr. Wiesen moved for approval of plans for fence, as submitted, subject to landscaping on the street side and the Kluczkowski's front yard. Motion was seconded by Mr. Rossi, and carried unanimously. Following the regular agenda, the Chairman, submitted to the Board for consideration and discussion statement listed below with reference to residential off-street parking: "Front 25 feet" (with exceptions stated below) Parking within the front setback will be allowed with the following exceptions: 1. Approval of site plan by Planning & Zoning Board. 2. Approved configurations of parking as follows: (a) Circular drives shall be within side setbacks and be no wider than 10 feet and shall be extended to the public right-of-way. (b) Parking perpendicular to residence shall be no wider than 25 feet and shall be extended to the public right-of-way. 3. Concrete sidewalks shall be increased in thickness from 4" to 6" where abutting improved parking area. Following lengthy discussion, the Board agreed we would have our regular meeting on November 10th and a Hearing on November 17th to Provide for Residential Off -Street Parking in Front Setback, • The meeting adjourned at 9:00 p.m. Secretary
