09-11-1980 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING September 11, 1980 A regular meeting of the Miami Shores PLanning & Zoning Board was held at 7:30 p.m., September 11, 1980, at the Village Hall, with the follow- ing members present: Mr, J. Robert Stobs, Chairman Mr. Albert R. Toussaint Mrs. Roberta Johnson Mr. J. S. Palmer Absent: Mr. Gordon H. Moyer, J Mr. Frank LuBien, Public Works Director, was also present. Minutes of the meeting of August 28, 1980, were approved as written by motion made by Mrs. Johnson, seconded by Mr. Palmer and passed. (1) Final plat of Archdiocese of Miami Subdivision. After a review of the plat dedications it was approved by motion made by Mrs. Johnson, seconded by Mr. Toussaint and passed unanimously. (2) Request for approval of additions to house of J. Leslie Wiesen, 1029 N. E. 104th Street. Mr. LuBien presented the plans for this construction and reported that all building and zoning regulations had been met, and that the flat roof addition was within the 15% allowable area. The Board agreed that a cement or tile roof would not be practical and it was approved by motion made by Mrs. Johnson, seconded by Mr.Toussaint and carried unanimously. (3) Request approval of final sign design for Winn Dixie, 9055 Biscayne Blvd.. This sign had been changed from the first one presented by reducing the primary sign and adding signs for the tenants in the building. Mr. LuBien reported that the total sign was within the 260 sq. ft. originally approved. Mr. Palmer moved approval of this sign. The motion was seconded by Mrs. Johnson and passed unanimously. (4) Request of Dr. Bruce Majilton, 453 N. E. 99th St., to convert an existing detached garage to a game room. This plan included construction of a laundry room, a bath with shower and a game room by converting a detached garage, The uses for an accessory building, in which this falls, do not include game rooms and the ordinance specifically states that it shall not contain any housekeeping facilities or sleeping accommodations. After further discussion Mrs. Johnson 9/11/80 -2- - moved that it be approved with elimination of the shower. The motion was seconded by Mr. Toussaint but failed to carry on a tie vote. This item will be on the agenda of October 9, 1980 and the Village Attorney's opinion will be requested on interpretation of the zoning ordinance with regard to uses of an accessary building. (5) Date of Public Hearing on closing part of Park Drive - changed to October 23, 1980. Chairman Stobs requested that the utility companies be notified of this hearing and that Chief Fletcher be requested for a police report on this proposal. (6) Sidewalks - south side of N. E. 110th St. east of Miami Avenue. A report was received from the Village Manager on sidewalks and other capital improvements which the Board deferred until the next meeting following a study of its contents. (7) Approval of Barry College vacant field for sale of Christmas trees. A request had been made by the Optimist Club, following approval of Barry, for permit to sell Christmas trees from the Barry field on the west side of Miami Avenue. The Board considered this project in light of a similar one previously conducted by the Presbyterian Church on their own property, and instructed that Barry College should make the request for Christmas sales as owner of the property and that a bond of $1,000.00 be put up, and that the hours of operation, signs, lights, etc. be listed. (8) Request to enclose an attached garage by Helen Hadraba, at 1022 N. E. 91st Terr,., for a storage room. As there were no problems involved in this request Mr. Palmer moved that it be approved.
