PLANNING AND ZONING BOARD MEETING
August 14, 1980
A regular meeting of the Miami: Shores Planning & Zoning Board was
held at 7;30 ptm., August 14, 1980, at the Village Hall, with the following
members present:
Mr. J. Robert Stobs, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Albert R. Toussaint
Mrs. Roberta Johnson
Mr. J. S. Palmer
Mr. Frank LuBien, Public Works Director, was also present.
Minutes of the meeting of July 24, 1980, were approved as written
by motion made by Mrs. Johnson, Seconded by Mr. Moyer and carried.
(1) Approval of architectural design of home for 25 N. E.
101st St.
This was again before the Board because of a tie vote at the
last meeting. The plans were again reviewed with Mr. Palmer who had been
absent at the last meeting. Mrs. Johnson then moved that the architectural
design be approved as presented since it meets all setbacks and there are
no limitations on a second story. The motion was seconded by Mr. Toussaint
and passed 3/2 with Mr. Stobs and Mr. Moyer dissenting.
(2) Resubmission of Winn-Dixie plans.
The Board confirmed previous approval of a sign at a height
of 25 ft. and landscaping.
(3) Request for permit to alter exterior of Village Masonic
Lodge, 9855 N. E. 2nd Ave.
The plan included removal of the front windows, replacing them
with a solid brick wall, installation of a sign across the front of the
building and an insignia sign on the north side of the building. After a
review of the plan and the B-1 zoning Mr. Palmer moved that the plan be
approved as presented. The motion was seconded by Mrs. Johnson and passed
by four affirmative votes with Mr. Moyer abstaining.
(4) Request made by David Lipsick for variance on wall height
at 893 N. E. 96th St.
Mr. Lipsick requested a new wall 5 feet 6 inches in height to
match in appearance and continuity an existing wall now on the property.
After reviewing the particular circumstances of this property, Mr. Toussaint
moved that a variance be recommended based on Section 524 (c) of the
8/14/80
Zoning Ordinance, that the alteration will reduce the degree of disharmony
(of the non-conformance), also Section 526, which is similar, and "which,
in the opinion of the Planning Board, will be less inharmonious." The
motion was seconded by Mrs. Johnson and carried unanimously.
• Trellises, arbors, pergolas, etc.
In order to regular the above type of structures of wood con-
struction, the following regulations were proposed and reworded for
incorporation into the Zoning Ordinance:
"Arbors, pergolas, trellises, or grillwork: A heavy framework of
cross timbers in an ornamental openwork construction of wood
serving as a protective screen, not to exceed in height the
roof eave line on a single story residence to which it is
attached, or not to exceed 10 ft. in height on a detached
structure; in rear yards not to exceed more than 20% of the
area of the yard; with minimum setbacks as follows: front
yard 25 ft., side yard 10 feet and read yard 5 feet; to be
designed by a registered architect and constructed of one of
the following: pressure treated Southern pine, cedar or
redwood; with minumum timber sizes as follows: (a) support
columns - 4" wide x 4" deep, (b) main support beams - nominal
cross section of 16 square inches."
Upon motion made by Mrs. Johnson and seconded by Mr. Palmer, the
above requirements were unanimously approved for writing of an ordinance
by the Village Attorney.
The meeting adjourned at 9:30 p.m.
