07-10-1980 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING July 10, 1980 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., July 10, 1980, at the Village Hall, with the following members present: Mr. J. Robert Stobs, Chairman Mr. Gordon H. Moyer, Jr. Mr. Albert R. Toussaint Mrs. Roberta Johnson Mr. J. S. Palmer Absent: None Mr. Frank LuBien, Public Works Director, was also present. Minutes of the meeting of June 26, 1980, were approved as written by motion made by Mr. Palmer, seconded by Mrs. Johnson and carried. (1) A request was made by George Levasser, 967 N. E. 99th St., for a variance to construct a flat roofaddition that would be in excess of the 15% allowed. Mr. LuBien reported1as an area of 2476 sq. ft., 15% equaling 371 sq. ft. The addition was figured at 146 sq. ft. in excess of 15%. Failing to arrive at a building design that would comply, in making suggestions to the architect, Mr. Toussaint moved that the request for variance be denied. The motion was seconded by Mr. Palmer and passed unanimously. (2) The Board was asked to review the architectural design of a new house to be built on Lot 15, Block 11, Miami Shores Section #1, (25 N. E. 101st St.), for Mr. & Mrs. Miranda. Because the Board felt the design was not harmonious to the neighborhood; Mr, toyer' -cloyed that this be tabled and that the immediate neighbors be given an opportunity to look at it. The motion was seconded by Mr. Toussaint and carried unanimously. (3) Mr. Sam Boyer, realtor, asked for discussion on a proposal to rezone the property on the north side of 105th Street at Biscayne Blvd. from A-2 (motel/hotel) to B-1 (limited business), for a drive-in bank. The Board informed Mr. Boyer that the owner or a contract buyer would have to apply for the zoning hearing, and that they had no opinion on the proposal at this time. (4) Approval was requested for a revised free-standing sign for the Winn Dixie store, 9055 Biscayne Blvd. After a review of the plan Mr. Toussaint moved approval in accordance with Section 504 (g)2., of the Zoning Ordinnace, subject to the established height limitation of 25 ft. The motion was seconded by Mr. Palmer and passed unanimously. Two small signs for the parking lot were also approved by motion made by Mrs. Johnson, seconded by Mr. Toussaint and carried. 7/10/80 -2- (5) A tentative plat was submitted for the property owned by the Archdiocese of Miami on the east side of Biscayne Blvd. between 93rd and 95th Streets (all of Block 66, a portion of Govt. Lot 4, a portion of First Addition to Marlyn Heights and a portion of unplatted property). Attorney J. Fitzgerald, architect Brown and other representatives of the Diocese were present to answer questions on the tentative plat. Mrs. Johnson moved 1110 approval of the plat as submitted with a required 15 ft. buffer on the south and east sides of the property. The motion was seconded by Mr. Palmer and passed unanimously. (6) Approval of plans was requested on the remodeling of the Texaco Station at 8730 Biscayne Blvd. After a review of the plans Mr. Palmer moved approval as presented with notation that the plans do not include any revision to the sign. The motion was seconded by Mrs. Johnson and passed unanimously. Comments: Mr. Palmer brought up the unfinished landscaping at the north end of the Tropical Chevrolet car lot in regard to the trees promised for the point of the property. Mr. LuBien stated he would pursue this further with Mr. Geyer. Mr. Moyer brought up the noise nuisance of the helicopters flying over Miami Shores.
