MIAMI SHORES VILLAGE
PLANNING AND ZONING BOARD MEETING
May 22, 1980
A regular meeting of the Miami Shores Planning & Zoning Board was held
at 7:30 p.m., May 22, 1980 at the Village Hall with the following members
present:
J. Robert Stobs, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Albert R. Toussaint
Mrs. Roberta Johnson
Mr. J. S. Palmer
Mr. Frank LuBien, Public Works Director and Ann Vigneron, Village Clerk,
were absent.
Mr. Wm. Fann, City Attorney, arrived late and attended part of the
meeting.
Minutes of May 8, 1980 meeting were approved by Roberta Johnson and
seconded by Mr. Toussaint, and passed unanimously.
(1) Request to enclose carport at 1209 N.E. 96 St., Owner, Ed. DuBois.
Mr. DuBois was present and brought letter and plans of the enclosure.
The letter, requesting permission to enclose the carport was read by Mr. Stobs,
and the plans were then discussed by the committee members. Mr. Toussaint
moved approval and Mr. Palmer seconded, with the provision that existing wood
beam in steel channel be covered with stucco. Passed unanimously.
(2) Request to build a second story to residence at 280 N.E. 91 St.
over an existing flat roof and use flat roof on addition.
Owner, Octavio Galban.
Mrs. GAlban was present and discussed different problems with the
committee members. After discussion, Mrs. Galban changed her request,
due to the non -conforming use to allow the addition with the existing
setbacks, which are non -conforming. The Planning Board was not in favor
of a flat roof and asked that Mrs. Galban consider a pitch roof and appear
befd re the Council to request a Variance on Set -Backs. This is Variance
Section 524, to enlarge existing non conformed use, as it would create
hardship in construction. Passed 4 to 1, Mr. Moyer against.
• (3) Discussion on Proposed Minimum Housing Standards Ordinance.

The Ordinance was discussed by committee members and changes were
made that were requested by the council members.
(4) Discussion on Proposed School Ordinance
Mr. Fann attended meeting to discuss with committee members and
answer questions that arouse, concerning the ordinance. Mr. J.S. Palmer
made motion to adopt County Ordinance on Schools, seconded by Mrs. Roberta
Johnson, that Miami Shores adopt Dade County Ordinance #77-59 for Non -Public
Schools.

Motion was made by Mrs. Johnson for Wm. Fann to draft ordinance
prohiting any more Non -Public Schools in R. Zone, seconded by Mr.
Toussaint. Passed unanimously.
The meeting adjourned at 9:22 p.m.
