PLANNING AND ZONING BOARD MEETING

A regular meeting of the Miami Shores Planning & Zoning Board was
held at 7:30 p.m., April 10, 1980, at the Village Hall, with the following
members present:
Mr. J. Robert Stobs, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Albert R. Toussaint
Mrs. Roberta Johnson
Mr. J. S. Palmer
Mr. Frank LuBien, Public Works Director, was also present.
Minutes of the meeting of March 27, 1980, were approved as written
by motion made by Mr. Palmer, seconded by Mr. Moyer and passed.
(1) Request for permit to re -roof with fiberglass shingles at
54 N. W. 100th Terrace, owner Mrs. Weathers.
Mr. LuBien reported that the original roof was cedar
shingles and the roof structure would not support cement tile. Mr. Toussaint
moved that the Board recommend a variance in this case based on the hardship
involved in replacing a roof structure. The motion was seconded by Mrs. Johnson
and passed unanimously.
(2) Request for permit to use asphalt shingles on addition
at 230 N. E. 105th Street, owner Kevin P. O'Connor.
The present roof consits of asphalt shingles with a flat roof
section limiting any further flat roof coverage under the roofing ordinance.
Mr. Charles Curran was present representing Mr. O'Connor, and after reviewing
the roofing problems he first requested a variance for a flat roof addition.
This was denied by motion made by Mr. Toussaint, seconded by Mrs. Johnson and
passed unanimously. As an alternative the asphalt shingle roof was con-
sidered and Mr. Toussaint moved that a recommendation be made to Council for
the granting of a variance to continue asphalt shingles on the new addition
based on hardship. The motion was seconded by Mr. Palmer and passed unanimously.
(3) Signs for Tony Roma's, 9005 Biscayne Boulevard.
Sign plans were submitted covering 14 different signs for
the take-out restaurant. Two of these signs, the one on the building and the
one on the pylon (both advertising signs) had been approved with the building
plans. The others were directional or menu signs. The Board reviewed the
need for each sign and in conclusion Mrs. Johnson moved that the signs be
approved with the elimination of signs 4 & 5, 1 & 11. The motion was seconded
by Mr. Toussaint. Mr. Palmer offered an amendment to the motion that signs 8 & 9.
be no larger than 12'a x 18". This amendment was accepted and the amended motion
was passed unanimously.
(4) Private school ordinance.
It was reported that copies of the ordinance had been
sent to the private schools with notice that a public hearing on same would

be held on April 24, 1980. Chairman Stobs also discussed how the private
school ordinance as written may apply to instructional schools now licensed
in the B zones.
Arbors, trellises - Proposed regulations were presented and
discussed. Revisions were made for re -submission at the next meeting.
.Residential parking - Proposed regulations discussed. The Board
requested copy of the ordinance on abandoned vehicles.
The Board asked if a plan was available on the reconstruction of
the house at 215 Grand Concourse and Mr. LuBien stated one would be forthcoming.
Mr. Moyer asked why landscaping wasn't completed on the Tropical
Chevrolet lot .
The meeting adjourned at 9:55 p.m.
