02-28-1980 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING February 28, 1980 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., February 28, 1980, at the Village Hall, with the following members present: Mr. J. Robert Stobs, Chairman (arrived late) 'Mr. Albert R. Toussaint Mr. Gordon H. Moyer, Jr. Mrs. Roberta Johnson Mr. J. S. Palmer Absent: None Mr. Frank LuBien, Public Works Director, was also present, as well as about 15 residents. (1) Minutes of the meeting of February 14, 1980, were approved as written by motion made by Mr. Palmer, seconded by Mrs. Johnson and passed unanimously. (2) Request for approval of small flat roof section at 468 N. E. 100th St. Plans were re -submitted by Building Contractor William G. Gibson and Robert Baron, homeowner, with re -design of a large flat roof addition to a hip roof with only a small section requiring a flat roof, approximately 99 sq. ft. After a review of the plan Mr. Palmer moved that it be approved based on Section (e) (2) of the roofing ordinance. The motion was seconded by Mr. Moyer and passed unanimously. (3) Request for approval of flat roof addition to the home of Henry Courtney, 438 Grand Concourse. The flat roof proposed was less than the 15% allowance and was approved by motion made by Mr. Moyer, seconded by Mr. Palmer and passed unanimously. (4) PUBLIC HEARING ON MINIMUM STANDARDS ORDINANCE. The Chairman reviewed the subjects of each section and questions concerning details of giving notice of violations and enforcement were answered by members of the Board., Mr, Harvey Abrams, 166 N. W. 100th St., asked about Village entrance signs that had been removed from 103rd St. and N. W. 2nd Ave., about unpainted houses and vans parked on front lawns in his neighborhood. Mrs. Jane Rollins Harrigan, 260 N. E. 99th St., complained about an addition that has been going on for four years, behind her home with a lot of unsightly trash being left in the rear yard. She wanted a building permit to have a time limitation. Mr. Vic Griffith, 865 N. E. 97th St., asked about enforcement. 2/28/80 -2- At the conclusion of public discussion, Mr. Toussaint moved that the Planning and Zoning Board go on record as recommending the minimum standards ordinance to the Council for approval. The motion was seconded by Mrs. Johnson and passed unanimously. (5) A copy of the proposed school ordinance as prepared by the Village Attorney was given to the Board members. Chairman Stobs asked the Board to review Section 4. for discussion on March 13, 1980 with the Village Attorney. If approved at that time a public hearing will be held on March 27, 1980. Mr. Moyer reported that he will be out of town on March 13th. The meeting adjourned at 8:55. APPROVED: • Village Clerk
