SHORES VILLAGE PLANNING AND ZONING BOARD MEETING November 28, 1979 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., November 28, 1979, at the Village Hall, with the follow- ing members present: Mr., J, Robert Stobs, Chairman Mr. Gordon H. Moyer, Jr. Mr. Albert R. Toussaint Mrs. Roberta Johnson Mr. J. S. Palmer Mr. Frank LuBien, Public Works Director, was also present. (1) Minutes of the meeting of November 8, 1979, were approved as written by motion made by Mrs. Johnson, Seconded by Mr. Palmer and passed unanimously. (2) Approval of final plat on Dunning's Waterway. After a review of the final plat with the previous plat Mr. Toussaint moved that the Board recommend approval to the Council. The motion was seconded by Mr. Moyer and passed unanimously. (3) Request was made by Mr. & Mrs. Donn Flipse, 925 N. E. 92nd Street, for permit to construct a flat roof addition, and for use of frame construction on an enclosed corridor. Mr. LuBien reported that the flat roof area is within the percentage allowed in the roofing ordinance. The Board reviewed the plan and discussed how it can be made to conform with the code. Mr. Toussaint moved that the plan be approved subject to (1) that the. bedroom area will have a cement tile roof in place of shingles as 'shown on the plan, and (2) in place of wood columns that they substitute steel columns and steel tie beams with approval of the Building Inspector. The motion was seconded by Mrs. Johnson and passed unanimously. The flat roof section had also been approved as it was within the requirements. (4) A request for permit was made by Mr. Pino to construct a new home on Lots 9 & 10, Block 52, Miami Shores Sub., N. E. 95th Street between 4th and 5th Aves. The plans included a large area using a flat roof and an unusual design for the h:ouse.. After some discussion Mrs. Johnson moved that the request be denied because the flat roof is excessive in comparison to the square footage of the house. The motion was seconded by Mr. Moyer. Mr. Toussaint asked that the motion be amended to add, that the house is not in harmony with the neighborhood as required by Section 523 of the Zoning Code. This amendment was accepted and the motion passed unanimously. (_5 )_ Request by Archdiocese of Miami to develop the property on the east side of Biscayne Blvd. between 93rd and 95th Streets, for Catholic Church and Pastoral Center, area 3.7 acres. Mr.. Joseph Fitzgerald, Attorney, introduced Mr.. Brown, arch.itect of the firm of Brown, Lopez &Brown, representatives of the Archdiocese, and Rev. McLaughlin, Pastor of St. Martha's Church which will be moved to this Center. Mr. Brown presented plans and elevations of the church and pastoral offices designed for this property. Because of the extent of the development Mrs. Johnson moved that the Board hold a public hearing on January 10, 1980 to review the plan with all interested parties. The motion was seconded by Mr. Toussaint and passed unanimously. (6) A request was made by Wilma Clark for permit to sell Christmas trees from the Winn Dixie shopping center parking lot. The proposal included erecting a shelter for the trees, lights on the lot and use of a travel trailer for the night guard. Because the code requires all business to be conducted within a building Mr. Toussaint moved that the request be denied. The motion was seconded by Mrs. Johnson and passed unanimously. (7) Plans for flat roof addition to home of Dr. Paul Annis, 379 N. E. 94th St. will be on the agenda for the next meeting as they were not received in time for this agenda. The Board again requested that items presented after preparation of the agenda would have to be held for the next meeting. (8) Zoning ordinance review: Mrs. Johnson presented (1) a proposed amendment to the Village Code to restrict the number of cats to four and stop the creation of a nuisance by cats. (2) Amendment to paragraph 501 (i) of the Zoning Ordinance No. 270, re -defining livestock, birds, fowl and animals that are prohibited in all districts, and (3) a proposed amendment to the Village Code concerning wild animals and reptiles.
