10-25-1979 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING October 25, 1979 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., October 25, 1979, at the Village Hall, with the follow- ing members present: Mr. J. Robert Stobs, Chairman Mr. Gordon H. Moyer, Jr. Mr. Albert R. Toussaint Mrs. Roberta Johnson Mr. J. S. Palmer Mr. Frank LuBien, Public Works Director, was also present. (1) Minutes of the meeting of October 11, 1979, were approved as written by motion made by Mr. Palmer, seconded by Mr. Moyer and passed unanimously. (2) Mr. & Mrs. Joseph Schwartz, 1304 N. E. 104th St., requested a variance for a flat roof addition that can be seen from the street. After review of the plan and discussion the architect suggested that the roof line could be changed so that it will not appear to be a flat roof from the street side. Mr. Toussaint moved that the request for a flat roof be approved because a cement or tile roof is not practical except in the area where it will be designed to conform with the pitched roof on the street side. The motion was seconded by Mrs. Johnson and passed unanimously. (3) The pool setback variance requested by Mr. Jimmie L. Brown, 1210 N. E. 104th St., had been withdrawn. (4) Report on violations at 113 N. W. 108th St. Mr. LuBien read a copy of the letter he had sent to Mr. Jalali, requesting that he appear before the Board in regard to permit to enclose the garage at the above address. Mr. Jalali''s son spoke with Mr. LuBien and stated that his father would be out of the country until December. After discussion Mr. Toussaint moved that the Building & Zoning Director be authorized to issue a permit based on the sketch that has been submitted, provided the side door to the building being enclosed and any additional plumbing stub outs are removed prior to final inspection. The motion was seconded by Mrs. Johnson and passed 4/1 with Mr. Palmer dissenting because he felt it could be made into a rental unit. (5) Set date for public hearing on sidewalk/bicycle path on east side of 6th Ave from 103rd St. to 107th St. The next meeting, November 8th, was scheduled for this hearing. The second Planning Board meeting in November will be held on November 29th instead of November 22nd which is Thanksgiving Day. -2- (6) Mr. & Mrs. Bander, 1201 N. E. 91st Terrace, requested permit to enclose their carport. Mr. Palmer moved approval of this request as there is ample room for offstreet parking of two or three cars. The motion was seconded by Mrs. Johnson and passed unanimously. (7) 10/25/79 Mr. & Mrs. Little, 1030 N. E. 99th Street, requested permit for flat roof addition. After review of the plan Mrs. Johnson moved that the flat roof addition as proposed be approved (as it conformed to regulations). The motion was seconded by Mr. Toussaint and passed unanimously. (8) Zoning ordinance review. A list was made of the amendments to the Zoning Ordinance that Board members needed which will be forwarded to them. Mr. Fann, Village Attorney, is to be contacted in regard to the Minimum Standards ordinance as to necessity for a public hearing. meeting. Itemssuggested for inclusion in the revised ordinance were: 1. Fence at rear property line where alley comes out to the street. 2. Inoperative vehicles. 3. Working on vehicles. 4. Restriction on cats, birds, and other animals. 5. Green houses. 6. Trellises. 7. Circular drives for houses on Biscayne Blvd., and other arterials. 8. Offstreet parking. 9. Commercial trucks and buses parking in residential areas. 10. Flat roof restrictions. 11. Construction hours.
