07-29-1979 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING July 26, 1979 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., July 26, 1979, at the Village Hall, with the following members present: Mr. Albert R. Toussaint, Chairman Mr. J. Robert Stobs Mrs. Roberta Johnson Absent: Mr. Gordon H. Moyer, Jr. Mr. J. S. Palmer Mr. Frank LuBien, Public Works Director, and Mr. Sam Ackley, Village Manager, were also present, as well as about 12 Village residents. (1) Minutes of the meeting of July 12, 1979, were approved as written by motion made by Mr. Toussaint, seconded by Mr. Stobs and carried. (2) PUBLIC HEARING ON PROPOSED BIKEWAY. Residents along N. E. 10th Avenue in Miami Shores had been notified that the Planning Board would review the proposed County bikeway to be constructed on the east side of 10th Avenue to Biscayne Blvd. Mr. Ackley reviewed the history of the bikeway which was originally planned for N. E. 12th Avenue and changed at the Village's request to 10th Avenue and Biscayne Blvd. Mr. Alfredo Perez of the Dade County Public Works Dept., reported that the bikepath has been planned to run from Homestead to Greynolds Park. It will consist of a concrete sidewalk 7 ft. wide. Phase 5 which is being considered will terminate at 104th Street on the Boulevard. Phase 4 will continue north at some future time. E. 92nd St., petitioned the Planning Board and Council to oppose this bikeway and not authorize the Manager to sign the document. At the conclusion of discussion Mrs. Johnson moved that the Board recommend that Mr. Ackley be allowed to sign as agent for the Village. The motion was seconded by Mr. Stobs and passed unanimously. (3) Mr. William Clinebell, 9200 N. E. 12th Ave., again appeared before the Board for consideration of his request for a setback variance on a new pool. His original petition was made to the Board on June 28, 1979 but no recommendation was made to Council because of a tie vote. Following a review of the plan Mr. Stobs moved that it be denied. The motion was seconded by Mrs. Johnson and passed 2/1 with Mr. Toussaint dissenting. (4) Discussion of roof ordinance - Because of suggestions made by Councilman Bowen at the last Board meeting, it was the concensus of the Board members that some change should be made in the limitation on flat roof additions, either by percentage or square feet. The meeting adjourned at 8:40 p.m. Chairman Toussaint stated that he would be absent on August 9, 1979 and asked Mr. Stobs to take the chair. Chairman
