06-14-1979 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING June 14, 1979 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., June 14, 1979, at the Village Hall, with the following members present: Mr. Albert R. Toussaint Mr. J. Robert Stobs Mrs. Roberta Johnson Absent: Mr. Gordon H. Moyer, Jr. Mr. J. S. Palmer Mr. Frank LuBien, Public Works Director, was also present, and Mr. Sam Ackley, Village Manager, attended a portion of the meeting. (1) Minutes of the meeting of May 24, 1979, were approved as written by motion made by Mr. Stobs, seconded by Mrs. Johnson and carried. (2) A permit was requested by Ms. Violet Vaurek, 10200 N. Miami Avenue, to re -roof with John Mansville fiberglass and asphalt shingles. The original house built in 1938 of wood was designed for wood shingle roof. It is not capable of supporting cement tile. The present roof is asphalt shingle and was applied in 1959. Mrs. Johnson moved that permit be granted to re -roof with the same material as previously used, in accordance with Section 2. paragraph (e)(1) of Ordinance 430-78. The motion was seconded by Mr. Stobs and passed unanimously. (3) Mr. Terry H. Lee requested a re -hearing on his plans for a flat roof addition at 1201 N. E. 103rd Street. Mr. Lee explained that his architect re -designed the plan so that no part of the roof will be visible from the side street, and therefore, it meets the three conditions required in the roofing ordinance. Mrs. Johnson moved that it be approved. The motion was seconded by Mr. Stobs and carried unanimously. (4) Minimum Standards Ordinance - Final review was made of the proposed ordinance. Mrs. Johnson moved that the Minimum Standards ordinance as amended on June 14, 1979 be approved and forwarded to Council. The motion was seconded by Mr. Toussaint who added that this was prepared at the request of Mayor Farina on June 26, 1978. The motion was passed unanimously. (5) Comprehensive Plan - Village Manager Ackley reported on the comments received from the State, County and city agencies required to review the Plan. He stated he had written an addendum to the report which will cover the questions brought forth. The next step is to hold a public hearing before the Village Council. (6) 95th Street traffic pattern - Mr. Toussaint asked for a report on this pending issue. Mr. Ackley stated that it is in the hands 6/14/79 -2- of the County Traffic & Transportation Dept. It was suggested that a report as to status be sent to Mr. Monroe in answer to his petition presented on February 22, 1979. (7) Discussion of Roof Ordinance - In discussing the complaint on how the ordinance affects corner properties, it was pointed out that there are other restrictions on corner properties which exist in the zoning ordinance and the Board did not feel this should be changed. They further agreed with 4111 Mr. Fann's letter of June 1, 1979 in regard to the 15% of the ground area of the existing building. No change in the ordinance was recommended. (8) Trellis at 390 N. E. 97th Street - Mr. LuBien had notified Mr. Jere Lehman, owner, that the screen he had erected on top of the trellis had to be removed. The permit was taken out for a trellis only. Mr. Lehman asked for permission to add extra 2 x 4's in place of the screen, and he agreed to remove the screen. Mr. LuBien stated this could be done if Mr. Lehman would have an engineer certify that the trellis can structurally support additional weight. Mr. LuBien asked the Board to consider an ordinance to set up regulations on trellises. The meeting adjourned at 8:35 p.m. Approved: Chairman
