MIAMI SHORES VILLAGE
PLANNING AND ZONING BOARD MEETING
April 26, 1979
A regular meeting of the Miami Shores Planning & Zoning Board was
held at 7:30 p.m., April 26, 1979, at the Village Hall, with the following
members present:
Mr. Albert R. Toussaint, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. J. Robert Stobs
Mrs. Roberta Johnson
Mr. J. S. Palmer
Mr. Frank LuBien, Public Works Director, was also present.
(1) Minutes of the meeting of April 12, 1979, were approved as
written by motion made by Mr. Palmer, seconded by Mrs. Johnson and carried.
(2) A request was made by Terry H. Lee for permit to add a
screened porch at 1201 N. E. 103rd Street with a flat roof. Mr. Lee stated
in his letter of application that the roof meets requirements except for a
small area that could be seen from the avenue side of the property which
will be landscaped to screen it completely. After a review of the plan Mr.
Palmer moved that it be approved. The motion was seconded by Mrs. Johnson
and passed unanimously.
(3) A request was made for a change of use at 9322 N. E. 6th
Avenue from residential to professional office. This request was made by
Mr. Stanley Zeskind who had a contract to purchase the property based on
obtaining approval for use as an office. Following a discussion with the
Board on the possibility of getting it re -zoned, Mr. Zeskind withdrew the
request.
(4) Mr. LuBien asked about approval on a trellis over a wooden
deck which the Board felt he should handle.
(5) In discussing flat roof additions, it was decided that the
ordinance required that all flat roof additions come before the Planning
Board for approval.
(6) Residences on Biscayne Blvd. - Mr. LuBien suggested an ordin-
ance requiring a circular drive in front of homes on thoroughfares with heavy
traffic.
(7) Complaints - The Board discussed complaints on painting
cars in front yards, working on automobiles, etc.
(8) School ordinance - Mr. Stobs reported committee will meet
with officials of the private schools.

(9) Ms. Elsie Baioff, 336 N. E. 98th St., appeared before the
Board to complain about the lack of proper tree trimming in the Village and
the inability to get her parkway tree trimmed in over three years. This
was referred to Mr. LuBien.
Next meeting - May 10, 1979: Mr. Toussaint stated he would not be
present and asked Mrs. Johnson to be Chairman.
The meeting adjourned at 8:50 p.m.
