03-22-1979 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING March 22, 1979 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., March 22, 1979, at the Village Hall, with the following members present: Mr. Gordon H. Moyer, Jr. Mr. J. Robert Stobs Mrs. Roberta Johnson Mr. J. S. Palmer Absent: Mr. Albert R. Toussaint, Chairman Mr. Frank LuBien, Public Works Director, was also present. In the absence of Mr. Toussaint, Mr. Stobs was asked to conduct the meeting. (1) Minutes of March 8, 1979 - approved by motion made by Mr. Palmer, seconded by Mrs. Johnson and carried. (2) Miami Shores Baptist Church plans for alteration and addition. As no one from the church was present to discuss these plans, Mrs. Johnson moved that consideration of the plans be postponed until someone from the church is present. The motion was seconded by Mr. Palmer and carried. (3) Private school ordinance - Mr. Stobs reported on meeting with Mr. McIntosh and the Village Manager, to resolve some of the items of the proposed ordinance, and it had been suggested that a meeting be set up with each individual school to discuss how application of the ordinance would affect each school. The main problem is the zoning. The committee composed of Mr. Moyer, Mr. Stobs and Mr. McIntosh will meet with the schools. (4) 15% flat roof addition - Because of the recent requests for variances to allow flat roof additions in excess of the 15% requirement, the Planning Board had been requested by the Council to review this ordinance, along with the appeal made to the Council by Mr. Grayson, 15 N. W. 102nd Street, for a variance to construct a flat roof addition in excess of 15%. Various members of the Board felt the 15% as written in the original zoning ordinance should not be changed. However, Mrs. Johnson moved that the Board re-examine the ordinance and Mr. Grayson's plan with his architect. The motion was seconded by Mr. Moyer and passed unanimously. (5) Definition of ornamental masonry for walls - Upon motion made by Mrs. Johnson, seconded by Mr. Palmer and passed unanimously, the following definition was approved for an amendment to the ordinance: "Concrete block stuccoed, masonry faced with clay brick, stone, ornamental pre -cast decorative block or equal as approved by the Planning Board, or ornamental metal, but not including any wire fence." 3/22/79 2- (6) Minimum housing ordinance - Completed review through Article X, Page. 15.
