11-30-1978 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING November 30, 1978 The regular meeting of the Miami Shores Planning & Zoning Board scheduled for November 23rd (Thanksgiving) was re -scheduled and held on November 30, 1978, 7:30 p.m., at the Village Hall, with the following members present: Mr. Albert R. Toussaint, Chairman Mr. Gordon H. Moyer, Jr. Mr. J. Robert Stobs Mrs. Roberta Johnson Mr. J. S. Palmer Mr. Frank LuBien, Building Inspector, was also present. (1) Minutes of the meeting of November 9, 1978, were approved as written by motion made by Mr. Palmer, seconded by Mr. Stobs and carried. Minutes of the special meeting of November 16, 1978, were approved as written by motion made by Mrs. Johnson, seconded by Mr. Stobs and carried. (2) A request was made by Mr. Jesse S. Hogg, owner of 1001 N. E. 96th St., Lots 17 & 18, Block 82, Miami Shores Section #3, to build a flat roof screened porch behind a CBS wall. After review of the plan Mr. Stobs moved that it be approved as drawn with the addition of a mansard type facia to the wall, the use of steel lolly columns in lieu of wooden columns, and with the intention that it never be enclosed in the future. The motion was seconded by Mr. Moyer and passed 3/2 with Mrs. Johnson and Mr. Palmer dissenting. (3) A request was made by Mr. Sal Cerami, owner of Lot 8, Block 175, Miami Shores Sec. #8, 1155 N. E. 102nd Street, for permit to build a house with a flat roof section visible from Biscayne Blvd. Since no one was present to review this plan with the Board, Mrs. Johnson moved that the request be denied. The motion was seconded by Mr. Stobs and carried unanimously. (4) Mr. Al Philpott, 1247 N. E. 101st Street, appeared before the Board for consideration of his plans to get his car off the street by building a carport on the west side of his home. Mr. Philpott stated that he has a 16 ft. side setback and the adjoining property has a similar setback. In order to provide a roof over his car, the columns would have to be 7.5 ft. from the side lot line. Mr. Stobs moved that a variance be recommended under the conditions setforth, that the roof will be a continuation of a hip roof and overhang, that it be granted in accordance with Section 702 of the Zoning Ordinance, paragraph (c), to enable the applicant to add a carport with a 7.5 ft. sideyard setback. The motion was seconded by Mr. Palmer and passed 4/1 with Mr. Toussaint dissenting. 11/30/78 -2- (5) Reports: Mr. Stobs reported on his study of school standards and reviewed a proposed ordinance regulating private school operation. The problem of outdoor recreational space was not resolved. Mr. Toussaint reported that the Village Manager is collecting information on condition of buildings for the Comprehensive Plan. (6) Mr. LuBien brought up the problem of fence heights on corner properties where a side yard becomes a front yard on another street. Consideration will be given to an amendment to the Zoning Ordinance to regulate these situations. The meeting adjourned at 9:40 p.m. Approved: Chairman
