07-27-1978 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING July 27, 1978 A regular meeting of the Miami Shores Planning & Zoning Board was held at 7:30 p.m., July 27, 1978, at the Village Hall, with the following members present: Mr. Albert R. Toussaint, Chairman Mr. Gordon H. Moyer, Jr. Mr. Robert Stobs Mrs. Roberta Johnson Mr. J. S. Palmer Mr. Frank LuBien, temporary Building Inspector, was present in the absence of Mr. William Bradford, who is on sick leave. Minutes of the meeting of June 22, 1978, were approved as written by motion made by Mr. Palmer, seconded by Mrs. Johnson and carried. (1) Request for a fence variance was made by Helen E. Davis, 9001 N. E. 4th Ave. Rd. (Shores Villas Condominiums) to allow a wood fence six feel tall to be maintained in the front setback of her condominium. Attorney L. Shroads represented Ms. Davis in her petition. Without this fence Mr. Shroads argued, Mrs. Davis had no privacy in front of a glass door on the street side. In the discussion that followed Chairman Toussaint stated that all fences in the front setbacks had been cited as violations, and that the condo- minium association had indicated to the Planning Board that they did not approve of these fences. Mrs. Johnson moved that the request be denied. The motion was seconded by Mr. Stobs and passed unanimously. (2) Proposed development of land north of the Library. A plan was submitted by Mr. Al Vazquez for replatting Lots 10 thru 14, Block 35, Miami Shores Sub., into three residential lots. This plan proposed an L shaped lot facing 101st Street of 10,482 sq. ft., restoration of the home facing N. E. 2nd Ave. on a lot of 9,018 sq. ft., and the third lot facing 102nd Street, totalling 12,350 sq. ft. The Board did not approve the creation of two odd -shaped lots and approval of the plan was denied by motion made by Mr. Stobs, seconded by Mrs. Johnson and carried unanimously. (3) Mr. Herbert Fletcher of the Acolite Sign Co., presented an application for an illuminated sign to be erected on the St. Rose of Lima School. Inasmuch as the plans on hand did not indicate the exact location on the nes school addition, Mr. Fletcher stated he would return with the latest plans to show where the sign is to be erected. (4) Mayor Farina was present to discuss his letter to the Board dated June 26, 1978 concerning minimum housing standards, minimum business standards, enforcement of ordinances and review of the building and zoning code. Chairman Toussaint appointed Mrs. Johnson as Chairman with Mr. Palmer to form a committee on Minimum Housing & Business standards. It was also suggested that a member be secured from the Chamber of Commerce and the Merchants Committee. Mr. Art Powell was also suggested as a member of this committee. • • 7/27/78 -2- (5) Private Schools - Mr. Toussaint appointed Bob Stobs to take the committee on Private Schools and that Mr. Moyer serve with him. Mr. Moyer made some suggestions to the Village Manager concerning improving the Country Club. The Planning Board requested a report on the existing fence violations at the Shores Villas Condominiums.
