11-10-1977 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING November 10, 1977 A regular meeting of the Miami Shores Planning and Zoning Board was held at 7:30 p.m., November 10, 1977, at the Village Hall, with the following members present: Mr. Gordon H. Moyer, Jr. Mr. Albert R. Toussaint Mr. Robert Stobs, II Mrs. Roberta Johnson Mr. James W. Dunaway Mr. William R. Bradford, Building and Zoning Director, Mr. Richard Norkum, Club Manager, and Mr. 0. Sam Ackley, Village Manager, were also present. Mr. Toussaint was elected the new Chairman of the Board by motion made Mr. Moyer, seconded by Mr. Stobs and carried. Minutes of the meeting of October 13, 1977, were approved as written by motion made by Mr. Moyer, seconded by Mr. Stobs and carried. (1) A request was made by Rev. Julia K. Lorusso, 8915 N. E. 4th Ave. Rd., for a business license to conduct ministerial services in her home. This type of service is not listed in the zoning ordinance as a home occupation. The applicant explained that she was attempting to form a church in this area but at the present time was only ministering with one or two people at a time. It was pointed out that the ordinance on church zoning would not permit a home to be used for such a purpose. Mrs. Johnson moved that the request be denied. The motion was seconded by Mr. Stobs and carried unanimously. (2) Mr. Bradford and Mr. Norkum presented plans for the expansion of the Country Club tennis court area, building three shelters, providing additional parking area and beautification. Mr. Moyer asked if tile could be used on the shelters in place of wood shingles. Following a discussion on the roofing material Mrs. Johnson moved that the plan be approved as shown. The motion was seconded by Mr. Dunaway. Mr. Stobs amended the motion that the Board urge the Council to look into the feasibility of using cement tile on the shelters. This motion was seconded by Mr. Moyer and carried. The original motion was then voted on and passed. Mr. Stobs then reviewed the Board's previous discussions on preparing an ordinance on roofing material for new construction and replacement roofs. Chairman Toussaint asked Mr. Stobs to formulate something for a proposed ordin- ance. Mr. Ackley review the plan for the golf car shed which is now in con- struction.
