July 22, 1976
A regular meeting of the Miami Shores Village Planning and
Zoning Board was held at 7:30 p.m. , July 22, 1976, at the Village Hall,
with the following members present:
Mr. James O. Denham, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. Kenneth R. Phoenix
Mr. Robert Stobs, II
Absent: Mr. Albert R. Toussaint
Mr. William R. Bradford, Building and Zoning Director, was also
present, as well as, several property owners living in the vicinity of 93rd
Street and Bayshore Drive, who were concerned about the design of the
house to be built by Dr. and Mrs. Harold Spear.
Minutes of the last regular meeting were approved as written
by motion made by Mr. Phoenix, seconded by Mr. Moyer and carried.
(1) Pending from the last two meetings were the plans of Dr. and
Mrs. Harold C. Spear for a new residence to be built on Lots 1 and 2, Block
4, Bay Lure Subdivision. Adjacent owners had been notified that they may
view the plan and voice their comments.
Mr. Joseph Farcus, architect, reviewed the house plan and the
landscape plan for the residents who were not present at the previous meetings.
Questions were asked about the elevation of the finished floor
level which the architect stressed was controlled by the flood criteria require-
ments.
Mrs. Joan Mueller, 1263 N. E. 93rd St. , presented a petition
signed by eleven property owners, objecting to this plan. Mr. John J. Bahr,
1276 N. E. 93rd Street, asked that his name be removed from this petition
after the architect's explanation of the plan. Others admitted they had
signed the petition without having seen the plan.
Mr. C. Osment Moody, 9300 N. Bayshore Drive,and Mr. John R.
Camp, Jr. 9290 N. Bayshore Drive, objected to the plan as being inharmon-
ious to the neighborhood and unattractive by 125 feet of wall across the
front.

Mr. Stobs who added that they retain all water on their own property.
Mr. Moyer argued that the architect hasn't changed anything since the plan
was brought inand that he agrees with Mr. Moody that it will be a monstrosity.
The motion passed 3/1 with Mr. Moyer dissenting.
(2) Col. Ralph Bowen's request for a variance on Ordinance
No. 387 was tabled pending his appearance.
The meeting adjourned at 8:45 p. m.
