03-25-1976 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING March 25, 1976 A regular meeting of the Miami Shores Village Planning and Zoning Board was held at 7:30 p.m., March 25, 1976, at the Village Hall, with the following members present: Mr. James 0. Denham, Chairman Mr. Kenneth R. Phoenix Mr. Albert R. Toussaint Mr. Robert Stobs, II Absent: Mr. Gordon H. Moyer, Jr. Mr. William R. Bradford, Building and Zoning Director, and Mr. Earl K. Andersen, Village Manager, were also present. Minutes of the last meeting were approved as written by motion made by Mr. Toussaint, seconded by Mr. Phoenix and passed. (1) Request from Militana, Militana & Militana, attorneys, of 8801 Biscayne Blvd., to leave free-standing directory sign in front of office. Action was tabled on this request pending a check with traffic engineers on possible traffic hazard. Chairman. Denham reported having talked with the Metro Traffic De- partment and was told they had no opinion or jurisdiction in the matter. Mrs. Jean McCullough, owner of the florist shop to the north at 8817 Biscayne Blvd. was present, and voiced objection to the height of the sign which she stated blocked the view of northbound traffic from customers leaving her shop. Mr. D. W. McCravy of Royal Groves, 8825 Biscayne Blvd., thought the trees should be trimmed and the sign raised. It was also suggested that the "Go at all times" sign should be larger for better visibility. Mr. Phoenix moved that a registered letter be sent to Militana, Militana & Militana, requesting that the sign be removed within a certain period of time and instruct them as to the height of the shrubbery in front of the building; if they wish to have a new sign, to have it designed, en- gineered and submitted to the Board for approval of sign and location prior to obtaining a permit. The motion was seconded by Mr. Toussaint, and passed unanimously. It was further noted that this action was taken because the sign was erected without a permit and because there have been numerous com- plaints about it. Mr. Stobs moved that the parking be restricted to the east side of the lot and that it be clearly striped and marked with concrete bumpers. The motion was seconded by Mr. Toussaint and passed unanimously. (2) Request by Enterprise Leasing Company to operate an auto- mobile leasing agency from 9027 Biscayne Blvd. Action was tabled on this request pending submission of a parking plan. Mr. Steve Smith, representing 3/25/76 -2- the Leasing Company, stated they could not get a letter from the property owner for the use of certain parking spaces; therefore they could not pre- sent the required parking plan. The Board assured him of cooperation if he can work something out. (3) Mr. Bradford presented a plan for a house to be built on Lot 9, Block 175 (102nd St. east of Biscayne Blvd.) by Mr. Arnold D. Stan- hope, that called for an asphalt shingle roof. Mr. Bradford asked for con- sideration by the Board inasmuch as there are no roofs of this kind in the area. Mr. Stobs moved that the Board recommend a cement tile roof in lieu of the asphalt tile. The motion was seconded by Mr. Toussaint and passed unanimously. (4) Mr. Alfred Mikker, 10180 N. Miami Avenue, appeared to ask the Board to make his adjoining neighbor maintain the width of a hedge which is growing onto Mr. Mikker's property. The Board stated that the hedge ordinance applied only to the height of hedges. (5) Mr. Toussaint made a report on his study of grade require- ments on walls, fences and hedges, a copy of which is made a part of these minutes. (6) Mr. Stobs presented a scope of work for a master plan of the Miami Shores maintenance facilities. "Architectural supervision of construction" was added. A copy of the scope is attached hereto. Mr. Toussaint moved that the Village advertise for an architect, or engineer, to provide the feasibility study for the Miami Shores maintenance facility property as outlined in the scope of the work prepared by the Planning Board. The motion was seconded by Mr. Phoenix and passed unanimously. The meeting adjourned at 8:45 p.m. Village ark Approved: irman SCOPE OF WORK FOR COMPREiENSIVE MASTER PLAN OF MIAMI SHORES MAINTENANCE FACILITY PROPERTY located at N. W. 103rd St. and 17th Ave. Develop Master Plan for approximate 10 acres of land at 1701 N. W. 103rd St. — said Master Plan to include the following: ---Subdivision of property for use as Vehicle Maintenance Center with remainder replated to that use that best suits Miami Shores Village future needs. ---Construction documents necessary to convert existing vehicle inspection station for use as vehicle maintenance building. ---Study and recommendation of Village's vehicle maintenance program with idea of consolidating golf course, police and village maintenance vehicles. ---Construction documents necessary for toilet, shower and locker facilities. ---Construction documents for covered maintenance storage facilities. ---Construction documents for asphalt paving of entire maintenance facility. ---Architectural supervision of construction. ESTABLISHMENT OF GRADE CRITERIA FOR DEVELOPMENT OF WALLS, FENCES, HEDGES (1) Front yards or side yards abutting Public Right of Way should be con— trolled by existing grade at sidewalk or adjacent street. Grade shall be controlled by the lower grade of the two. Front yard grade where sidewalks do not exist shall be controlled by adjacent street. (2) Grades along interior side yard lines should be along the finished yard grade or ground elevation. In the event of a difference of grade created by cutting or filling of an adjacent lot, the average grade of the abutting lots should prevail. (3) Rear yard grade should be defined as the center line grade of the alley pavement as constructed or the grade of the yard, the lower grade of the two will be the grade reference mark. (4) In the event of a pronounced rise or fall in the property line of an intended improvement an average elevation shall be determined by taking elevations along the wall, hedge or fence line at five foot intervals and totaling the same and then dividing by the number of stations of which the elevations were taken.
