01-23-1975 Regular MeetingMIAMI SHORES VILLAGE PLANNING AND ZONING BOARD MEETING January 23, 1975 A regular meeting of the Miami Shores Village Planning and Zoning Board was held at 7:30 p.m. , January 23, 1975, at the Village Hall with the following members present: Mr. Gordon H. Moyer, Jr. Mr. Donald W. McIntosh Mr. James O. Denham Mr. Kenneth R. Phoenix Absent: Mr. Fred G. Astor, Chairman Mr. William R. Bradford, Building and Zoning Director, was also present. In the absence of Mr. Astor, Mr. McIntosh was asked to chair the meeting. The minutes of the last meeting were accepted as written. (1) A request was made by Victoria T. Peach to conduct a Montessori school in the Advent Lutheran Church facilities located at 10390 N. E. 2nd Ave. The school would be for ages 2-1/2 - 6 years and hours of operation 8:30 - 11:30 a.m. The anticipated number of pupils would be 20 with two teachers, one administrator, and one classroom aid. Rev. Kerestes of the Advent Church spoke in favor of having this school in the church. Miss Agnes Conlon, 10290 N. E. 2nd Avenue, and Mrs. George Birch, 10204 N. E. 2nd Ave. , voiced opposition to this use, based on problems that were encountered with the Bassett School which was housed at this church. Mr. Denham stated that he felt there would not be the same problems with a kindergarten school and moved that the Board recommend that the request be granted as outlined by Mrs. Peach for a kindergarten in the Advent Lutheran Church. The motion was seconded by Mr. Phoenix and passed 3/1 with Mr. Moyer dissenting. Mr. Phoenix asked that the record indicate that the approval was made based on a limit of 20 students with four persoxf operating the school. (2) Mr. Bletard and his attorney, John E. Bassett, principal lessee of the store building at 9636 N. E. 2nd Ave. (former Food Palace) 1/23/75 -2- were present at the request of the Building Inspector to explain to the Board what is being planned for that building. Mr. Bassett stated it will be a department store called "The Village Fair" and through sub -leasing depart- ments, items as: Jewelry, shoes, men and women's clothing, imported tea, coffee and cheeses, fresh fish, photo department, sporting goods depart- ment, etc. The individual departments will be completely uniform with the entire layout and offer no depressed sales, discounts, auctions or second- hand merchandise. The store will offer quality items and maintain that appearance with only one exterior sign on the building and no signs on the windows inside or out.
