PLANNING AND ZONING BOARD MEETING
January 9, 1975
A regular meeting of the Miami Shores Village Planning and
Zoning Board was held at 7:30 p.m. , January 9, 1975, at the Village Hall
with the following members present:
Mr. Fred G. Astor, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. James O. Denham
Mr. Kenneth R. Phoenix
Absent: Mr. Donald W. McIntosh
Mr. William R. Bradford, Building and Zoning Director, was also
present.
Minutes of the last meeting were approved as written by motion
made by Mr. Moyer, seconded by Mr. Denham and carried.
(1) A request was made by Mrs. Ann McBride, 553 N. E. 101st
St. , to block in an existing garage door and install a door and window in its
place. This garage is an existing non -conforming building because of set backs
and is only used for a storage shed. After a review of the plan Mr. Phoenix
moved that the Board approve removing the garage door and putting in two
jalousie windows and a single door and that the building be used for storage
only. The motion was seconded by Mr. Denham and passed 3/1 with Mr. Moyer
dis senting.
(2) Mr. William Pierce, attorney, representing the Miami
Shores Masonic Lodge, requested approval of plans for altering the existing
office building at 9855 N. E. 2nd Avenue and changing its use to a meeting
hall. The office building on Lot 12, Block 32, Miami Shores Sub. , and the
parking lot provided for this building on 99th St. (Lot 9) had been purchased
by the Lodge. Mr. Denham moved that the Board approve the plan for use of
the office building at 9855 N. E. 2nd Ave. for a Masonic temple subject to
approval of final drawings that meet all requirements of the South Florida
Building Code. The motion was seconded by Mr. Phoenix and passed unanimously.
These plans require Council approval.
Mr. Astor brought up complaints made by people on 103rd St.
concerning the dump trucks going through the Village. After discussion of
possible ways to reduce this traffic, Mr. Denham moved that the Planning
Board has found that the heavy dump truck traffic along 103rd St. , N. E. 6th
Ave. , 96th St. and Biscayne Blvd. is creating a serious nuisance from noise,

air pollution, dirt and traffic hazard. Continued use of this type the Planning
Board feels, will cause a deterioration of these areas of the Shores and we
request that the Council do anything that is possible to help alleviate this
situation. One recommendation of the Planning Board is that the speed limit
along 103rd St. be reduced from 40 m. p. h. to 30 m. p. h. as we believe that
this will reduce the possibility of accidents from traffic through Miami
Shores. The motion was seconded by Mr. Moyer with the request that a copy
of this be forwarded to the dump truck operators and the contractor. It was
then passed unanimously.
Mr. Astor discussed the opportunity f using the x�cw Village
Attorney to assist the Planning Board in re -writing an° In aaeaa request to
the Council to give the Board authority to employ Mr. Lund to assist the
Board in drafting revisions to the Zoning Ordinance.
Mr. Denham advised the Board of the proposed plan of the Biscayne
Kennel Club to create a parking lot on a portion of the Barry College property
on the east side of N. W. 2nd Avenue between N. W. 111th St. and 115th St.
The meeting adjourned at 8:20 p.m.
