PLANNING AND ZONING BOARD MEETING
February 28, 1974
A regular meeting of the Miami Shores Village Planning and Zoning
Board was held at 7:30 p. m. , February 28, 1974, at the Village Hall, with
the following members present:
Mr, Fred G. Astor, Chairman
Mr. Gordon H. Moyer, Jr.
Mr. James O. Denham
Mr. Kenneth R. Phoenix
Mr. Donald W. McIntosh
Absent: None
Also in attendance: Mr. John McIntyre, Village Manager, Mr.
William R. Bradford, Building and Zoning Director, and Mr. Thomas H.
Anderson, Village Attorney.
The minutes of the last meeting were approved as written.
(1) Plans were presented for the remodeling of the building at
2 9 N. E. 95th Street (former A & P Store), to convert it into an office
building. Mr. George Bennett, owner of the property was present, as well
as, Mr. Charles Markel, architect. Mr. Bennett is the owner of Lots 12
through 17, Block 29, Miami Shores Sub. , which includes several store
buildings on 2nd Avenue and 100 feet of parking east of the alley on N. E.
95th Street. Because the 39 off-street parking spaces provided were not
adequate for all the buildings involved, Mr. McIntosh moved that the Board
defer action for two weeks to look at it further. The motion was seconded
by Mr. Moyer who added that he would like to see landscaping plans, and
carried.
(2) Zoning Ordinance revisions - definition of "family". After
a discussion of this subject with the Village Attorney and the Village Manager
the Board was in agreement on abolishing the renting of rooms and limiting
non -related persons living as a family. The following recommendation was
made to the Council upon motion made by Mr. Denham, seconded by Mr. Phoenix
and carried:
That Section 216 of the Zoning Ordinance be amended to read:
Family:
One or more persons living as a single housekeeping unit and.
consisting of either:
(a) any number of persons related by blood or marriage; or
(b) not more than two persons not related by blood or marriage.

The Village Manager brought up the subject of campers and
trailers and stated he would send a copy of his report to the Board.
Mr. Denham stated he would like to make_a recommendation to the Council
before they consider changing the ordinance on travel trailers which the
Board agreed to put on their next agenda.
Mr. Astor asked the Board members to have their notes on the
Zoning Ordinance revisions available for discussion at the next meeting.
Mr. McIntosh reported that the Metro Traffic Department has
been making traffic counts on Park Drive and that we should hear from this
soon.
Mr. Astor asked the Board to recommend a lower speed limit
on Biscayne Blvd. and that a traffic light be requested for in front of the
Club.
The meeting adjourned at 8:50 p. m.
