PLANNING AND ZONING BOARD MEETING
May 17, 1973
A regular meeting of the Miami. Shores Village Planning and Zoning
Board was held at 7:30 p. m. , May 17, 1973, at the Village Hall, with the
following members present:
Mr. Gordon H. Moyer, Jr.
Mr. James O. Denham
Mr. Fred G. Astor
Mr. Kenneth R. Phoenix
Absent: None (vacancy on Board)
Mr. William R. Bradford, Building and Zoning Director, was also
present.
In the absence of a regular Chairman, Mr. Moyer moved that the
Board elect Mr. Astor as permanent Chairman of the Planning & Zoning
Board for the regular term. The motion was seconded by Mr. Denham and
carried.
Minutes of the last meeting were approved as written by motion
made by Mr. Moyer, seconded by Mr. Phoenix and passed.
(1) Request was made for approval of preliminary plans for
the sanctuary and Christian education complex of the Calvary Church to be
constructed on Block 66 at 9401 Biscayne Blvd. Mr. Alex Southern, architect,
presented sketches of the plan and stated that it meets all site requirements
of the zoning ordinance. Mr. Phoenix moved that the Board approve the
preliminary plans as submitted. The motion was seconded by Mr. Denham
and passed unanimously.
(2) Request was made by Mr. Hobart V. Love, Jr., 826 N. E.
92nd Street, to keep his 22 ft. travel trailer on his property. The ordinance
permits only those that are less than 20 ft. in length. Mr. Love stated that
the enforcement of our ordinance apparently depends on the neighbors and
who you are, as Mr. Love contended that one of our Policemen told Mr. Love
that he had a camper in his yard. Mr. Love concluded that this was dis-
crimination. Mr. Moyer moved that in view of the fact that this is in the
side yard and that it is not an unsightly vehicle, that the request be granted,
provided no one lives in the trailer. This motion died for lack of a second.
Mr. Phoenix moved that the Board deny the request and that Mr. Love go
to the Council with it. Mr. Denham seconded the motion and added that there
should be uniform enforcement. It was then passed 3/1 with Mr. Moyer
di s senting.

(3) A request was made by Courtney Kaye, photographer,
to use part of the residence at 215 Grand Concourse, Tract A, Miami Shores
Sub., for a photography studio, presently located at 165 N. E. 96th Street,
and to rent out the remaining portion. Inasmuch as this would require a
zoning change,a public hearing on the matter was set for June 14th.
(4) Plans for the construction of a house on Lot 22, Block 51,
a 50 ft. lot, by Barton & Barton Construction Co., were resubmitted to
the Board. Mr. Roy Barton presented a copy of a warranty deed showing
bis ownership in the property, as a prerequisite of the application of Ordinance
No. 361. Mr. Denham moved that the Planning Board approve the applica-
tion as submitted since it meets all required setbacks and cubage and that
we have no basis under our present ordinance for denying a permit on this
50 ft. lot. The motion was seconded by Mr. Moyer and passed unanimously.
(5) A replat of a portion of Government Lot A, to be known
as Joni Heights Subdivision, was presented to the Board. The preliminary
plat had been approved by all required County agencies. After a review of
the plat Mr. Denham moved that it be approved subject to the provision that
a circular drive be provided at any entrances or exits on the Boulevard, and
that five additional feet be dedicated for the alley. The motion was seconded
by Mr. Phoenix and passed unanimously.
The meeting adjourned at 8:50 p. m.
